Falling in US wheat futures in Chicago also undermined EU prices.
Benchmark December milling wheat on the Paris-based Euronext exchange was down 0.75 euro, or 0.4%, at 166.00 euros ($184.9) a tonne at 1556 GMT.
December earlier on Tuesday touched a new life-of-contract low of 165.75 euros which was also another 16-month low for a second-month contract.
Despite low prices, French wheat is struggling to make new sales in export markets.
"We don't seem to be able to revive the market," a French broker said. "Despite the fall on Matif (Euronext) and the fact we're competitive for export, there's not much demand out there."
An export-friendly slide in the euro against the dollar to under $1.10 has failed to shake off negative price sentiment, with traders focusing on hefty harvest supplies, competition from rival exporters such as Ukraine and selling in futures by investment funds.
In monthly data on Monday, the European Commission raised its estimate of this year's EU soft wheat harvest to 142.7 million tonnes from 141.3 million, confirming a rebound from last year's drought-hit level.
In Germany, poor export demand also depressed the mood.
"Russian prices have fallen to more competitive levels while our rivals in the Baltic region such as Poland and Lithuania are also cheap, there is very little international demand for German wheat," one German trader said.
"With international wheat prices on a downward trend, importing countries are in no hurry to buy as prices could be cheaper tomorrow."
German farmers are unwilling sellers at current low prices despite having a larger harvest to sell.
Germany's farm ministry said on Thursday Germany will harvest 22.71 million tonnes of winter wheat in 2019, up 15.9% from last year's crop which was especially small due to drought. Wheat harvesting in Germany is now finished.

In agriculture eight lots of Cotton amounting at PKR 3.636 million were traded.
