The Ministry of Finance has informed the cabinet that the government has established the NDRMF as a not-for-profit public limited company under Section 42 of the Companies Ordinance, 1984 (now Companies Act, 2017) in December 2016. The fund is fully-owned by the Government of Pakistan.
Main objectives of the fund are to provide a common window to pool various contributions from a diverse base of bilateral and multilateral development partners and serve as a vehicle for donor alignment and coordination.
Another objective of the fund is to finance eligible projects that will enhance Pakistan's resilience to natural disasters. The projects will be implemented by the Fund Implementing Partners (FIPs) including federal and provincial public sector departments and not-for-profit organizations.
The overall management and administration of the company is vested in its Board. As per Article 34 of the Articles of Association, the number of Directors shall not be less than seven or more than 15 who shall be appointed by the government. Article 34 provides for composition and appointment of Directors that four shall be ex-officio government nominees, four shall be sector specialist a maximum of two shall be from donors, maximum three from academia or professionals and one from civil society.
Accordingly, in keeping with the stipulation of Articles of Association, the following are being proposed (category-wise) for appointment on Board of Directors of NDRMF:
Category-1: The Chief Executive Officer of the Company would be Chief Executive Officer, NDRMF.
Category-2: A maximum of four shall be ex-officio office bearers in the Federal Government, appointed in person, not below the level of Additional Secretary or Senior Joint Secretary. The existing board members are Secretary, EAD; Secretary, Finance Division; Secretary, Planning, Development and Reform; Secretary, Climate Change.
Category-3: A maximum of four shall be sector specialists having worked as disaster risk mitigation or management professionals or from the private sector with no less than 10 years of experience, one each from each of the four provinces of Pakistan. New proposed members are Punjab - Chairman P&D Board; Sindh - Chairman P&D Board; Khyber Pakhtunkhwa - ACS (Dev); Balochistan - ACS (Dev)
Category-4: A maximum of two shall be a representative of donors involved with issuing loans or grants for purposes that constitute the objects of the company. New proposed members are Country Director, ADB and High Commissioner of Australia.
Category-5: A maximum of three shall be from amongst members of the academia with at least 16 years of education and 10 years of academic work experience and/ or professionals such as lawyers or chartered accountants with at least 10 years of professional work experience. Newly proposed members are Dr Sarosh Lodhi (Academia), Shafqat Kakakhel (Ex-Ambassador/ Ex-Deputy Executive Director of the UN Environment Programme) and Ms Naz Khan (Financial Expert/ MD of X-Petroleum Limited).
Category-6: One shall be a representative of the civil society having worked with a disaster relief, mitigation or management non-for-profit organization from the private sector for not less than 10 years. Newly proposed member is Dr. Abid Qaiyum Suleri (Executive Director, SDPI).
