The meeting of the Senate Standing Committee on Law and Justice, which met here with Senator Muhammad Javed Abbasi in the chair, referred the bill to the CCI for its viewpoint following the request of CII Chairman Prof Dr Qibla Ayyaz.
The committee asked thee CII chairman to submit CII's viewpoint regarding the bill before the committee within two months.
Ayyaz told the committee that this is very important bill and the Council must consider it to give its point of view during its meeting.
Chairman National Database and Registration Authority(Nadra), Usman Mobeen said that insertion of such a provision in the CNIC form to facilitate organ transplant donation is not an issue for Nadra but there could be issues on insertion of such a provision in the CNIC form.
Senator Mian Muhammad Ateeq Sheikh, the mover of the bill, said that there are so many road accident deaths. During such a death, human body is mutilated, injured or damaged in such a form that sometimes sanctity of human corpse is not possible and even routine rituals are also not performed, he said.
He said most of such human organs or tissues remain active even after clinical death and some of such human organs or tissues may be transplanted to a person in need of such human organs or tissues. Such donations many give a new lease of life of person in need of such human organs or tissues. Therefore, there is need to make a provision in CNIC to facilitate the donation of human organs or tissues in case of accidental death, he said.
The committee directed Ministry of Law and Justice and the Nadra to submit their comments about the procedure.
The committee also discussed the proposed piece of legislation for providing a simple mechanism to common citizens to obtain succession certificate.
The parliamentary body also took up the Constitution Amendment Bill 2018 (omission of clause (2) of article 30) moved by Senator Siraj-ul-Haq and Mushatq Ahmed. The committee discussed the bill and deferred it till its next meeting.
The meeting was also attended by Senator Ayesha Raza Farooq, Senator Farooq Hamid Naek and senior officials from Ministry of Law, Nadra and CII.
