Responding to a question, the committee was informed that all investigating agencies are following the rules and procedures of the Pakistan Telecommunication Authority. However, Ayesha Raza Farooq said if all investigating agencies are working according to their mandate then there is no need to bring amendment in the Cyber Crime Act. The committee recommended to establish an independent organisation to deal with the cyber crimes in the country as the investigating agencies might not have the capacity to implement the amended rules and regulation of Cyber Crime Act.
The minister for parliamentary affairs said that an independent wing under the Federal Investigation Agency (FIA) is dealing with the cases related to the cyber crimes. He said that the new legislation needs to control increasing number of cyber crime through the use of social media.
The committee directed the ministry to make rules and regulations as well as submit the report within one month.
The committee was also briefed about the 'National Savings on Premium Prize Bond (Registered) Rules 2017.' Director General National Saving Dr Arshad Mahmood said that cabinet had given approval for issuance of Premium Prize Bond in 2017 with a guideline for making changes in rules and regulations according to new technology. The committee rejected the explanation of the DG and directed him to frame rules and regulations for Premium Prize Bond within one month.
