The shipping of newly born state of Pakistan comprised of only 3 ships and that too was owned by the private entrepreneurs of undivided sub-continent. The private shipping was developed gradually in the wake of inter-wing trade between the then two parts of Pakistan. Government being cognizant of the economic importance of shipping founded the National Shipping Corporation (NSC) in 1963. From 1963 onwards shipping ran in private and public sector but co-existence of private and public shipping companies was short lived, as in 1974 all private ship owning was nationalized founding the Pakistan Shipping Corporation (PSC).

Pakistan National Shipping Corporation (PNSC) was established through an Ordinance XX of 1979 that merged two shipping companies, NSC and PSC. With this merger, the Corporation took over the assets of its predecessors in the form of 48 ships of total dwt 579,486 in 1979.
