The Punjab government on Monday presented a deficit budget with a total outlay of Rs 897.5 billion for fiscal year 2013-14 allocating Rs 240 billion for Annual Development Programme (ADP). The budget session was chaired by Speaker Rana Muhammad Iqbal and presented by Finance Minister Mujtaba Shuja-ur-Rehman.

Under the head of ADP, revenues would be utilised: Social Sectors Development (Rs 90.79 billion), Infrastructure Development (Rs 90.71 billion), Production (Rs 11.9 billion), Service Sector (Rs 13.55 billion), Miscellaneous (Rs 9.00 billion), Special Projects (Rs 24.84 billion). Rs 50 billion are to be spent on development projects of the province other than ADP.

In the proposed budget estimates, provincial receipts are Rs 169,832.671 million while Tax Revenue is Rs 126,702.799 million. In NFC portfolio, Rs 702.12 billion is to be received from the federal government. Under Provincial Finance Commission Rs 239 billion is allocated while in recurred expenditure Rs 93.71 billion (Public Order & Safety), General Administration (Rs 101.6 billion), Education (Rs 210billion), Agriculture(Rs 13billion),Pension of employees (Rs 74.93 billion),subsidy(Rs 36 billion)is kept for proposed budget 2013-14.

Punjab Government following the example of federal government has kept 10 percent increase in pays and pensions of its employees. The Finance Minister in his speech said that provincial government in its austerity measures would make cuts of 30 percent in chief minister office expenditure. It would further save 15 percents saving in non-salary expenses of departments.

Dilating on measures regarding energy crisis, finance minister stated that the government would be spending Rs 43 billion in next financial year. He said Energy Department and Punjab Power Development Board has been entrusted with development of energy in the province.

Mujtaba Shuja-ur-Rehman in his budget speech said that provincial government would do away with Patwari and 'Thana' culture in the province by 2014. The minister said the government would give Rs 28 billion subsidy on Atta to citizens in next financial year. He said Rs five billion would be given as subsidy to people during Ramazan. The Finance Minister pointed that government would allocate Rs four billion for Health Insurance Card for the people in next financial year.

Speaking about education measures he said that Rs 7.50 billion would be kept for Punjab Education Foundation in proposed budget period. He added that Rs 1.48 billion would be spent on health measures in South Punjab in the next financial year. Finance minister pointed out that Rs 4.50 billion is earmarked for Punjab Irrigated Agricultural Productivity Improvement Project in the proposed budget 2013-14. During the session besides a new minority member taking oath a unanimous resolution condemning Quetta, Ziarat terrorist attacks was passed. The house was adjourned later by the chair.
