In violation of the Supreme Court's orders, Sindh Chief Minister Syed Qaim Ali Shah has given two-year extension in service of an officer of BS-20 (Planning and Development) who is going to retire on December 31, 2012. It is to be mentioned here that during the hearing of Hajj corruption case, the Supreme Court had declared re-employment of retired government officers on senior positions as violation of law.

Sources in Chief Minister's House told Business Recorder that Shah had signed a summary granting advance two-year extension to Dr Noor-ul-Haq, Special Secretary Planning and Development (P&D) department, a few weeks back. Following the approval, the Services and General Administration department issued a notification in this regard on December 13, 2012, a copy of which is available with this correspondent.

The notification states, "With the approval of Chief Minister Sindh Syed Qaim Ali Shah, Dr Noor-ul-Haq, an officer of BS 20, education department presently posted as Special Secretary P&D is hereby re-employed on contract basis for two-year as technocrat BS 20, in P&D department with effect from January 1st, 2013, ie fter his retirement from government service". Senior officers in Sindh Secretariat said that the instant case was of different nature, wherein an officer of BS 20 was given extension before retirement.

They added that the Chief Minister was re-employing officers despite knowing about the apex court's verdict. Sabhago Khan Jatoi (who has served as secretary of different provincial departments) was also reappointed a few months back, as a consultant on two-year contract in the P&D department. Later, he was transferred from P&D department and awaiting posting, the sources concluded.
