The Supreme Court on Thursday vacated a stay order against Rs 7 billion development funds for different schemes approved by Planning and Development Department of Balochistan. A three-member bench of Chief Justice Iftikhar Muhammad Chaudhry while hearing a petition of Abdul Rahim, a leader of Pakhtunkwa Milli Awami Party, issued directives to Chief Secretary Balochistan to supervise development schemes.

Restricting the provincial government to increase the cost of the development schemes, the bench asked the provincial government to spend the amount in accordance with allocations made for the current year's budget. The court also directed Balochistan government not to transfer the schemes from one department to another under the influence of provincial ministers.

Besides, a five-member committee headed by Engineer Saleem Raza was also formed to investigate the alleged misappropriation in the development schemes, completed during last four years, with directives to submit its report within 30 days. During the course of hearing, Khawaja Haris, the counsel for Balochistan government, informed the court that it was a normal practice that every scheme was approved by Planning and Development Department.

He contended that out of 732, as many as 349 development schemes had already been approved by the Planning and Development Department while the remaining were in process. Meanwhile, the counsel for applicant, Shakil Ahmad, alleged that funds were misappropriated in the name of development schemes and used for political purposes.

He said that no Public Account Committee was working in the province due to the absence of Opposition Leader in Balochistan Assembly. Ahmad also raised objection over the increase in allocations for uplift schemes, adding that projects were being transferred to other departments due to political intervention. The hearing of the case was adjourned for two weeks.
