The decision was taken in the wake of the presentation given by the Secretary Home and Tribal Affairs to the provincial cabinet met here with Chief Minister Amir Haider Khan Hoti in the chair. The Secretary Home in is briefing presented a sketch for the phase-wise withdrawal of Pakistan army for Malakand Division and said that as Malakand Division is facing threat of intrusion from Kunar and Nooristan areas of Afghanistan. Therefore, the immediate withdrawal of army from the region will not be possible, but, stressed need that evolving any kind of time-table in this regard will be essential.
The cabinet was informed that the withdrawal of military troops from districts Shangla, Buner and Kalam and Bahrain of district Swat has been completed. The Secretary Home also told the cabinet a special force was established in police in the recent past and there were reports of the recruitment of some suspicious persons in it. He said that investigations against such persons are being carried out and on finding proofs they will be fired with immediate effect.
The cabinet was further told that conviction rate in the case of terrorism cases is only 4 per cent, adding they are reviewing the matter behind the lack of convictions of terrorists. He said that police, judiciary and other concerned agencies would also be included in this process.
The cabinet was also told about the incidents of the exchange of fire between the personnel of law-enforcement agencies and miscreants at old & gas fields at Gurguri and Naspa. The Deputy Inspector General (DIG) Police, Kohat highlighted different aspects of the situation and told about measures taken by police in this regard. The DIG told the cabinet that miscreants involved in such incidents usually comes from adjacent tribal area of the Frontier Region (FR) Bannu against which a comprehensive security plan is being formed along with authorities of the Frontier Constabulary.
The cabinet was also briefed on the sectarian incidents taken in the province during 2012 and said that a total of 7 incidents occurred in which a total of 43 Shias and 9 Sunnis have been killed. In one of such incident occurred in Mansehra claimed the lives of 17 Shias and 2 Sunnis. 16 persons of Gilgit-Balitistan were killed in Kohistan while 10 Shias and 7 Sunnis were killed in five sectarian incidents in D.I. Khan. In all these sectarian violence 145 Shias and 23 Sunnis were injured.
In comparative review of law and order in the year 2011-12, the Inspector General of Police told the cabinet that the ratio of the targeting of police declined by 49 per cent during 2012 as compare to last year while the killing of civilians at the hands of terrorists went down by 45 per cent. The suicide attacks have also declined by 37 per cent and 29 per cent bids of suicide attacks were foiled. Similarly, as compare to last calendar year, the case of kidnapping for ransom had declined by 30 per cent while robberies gone up by 13 per cent. Furthermore, the incidents of car-snatching and car-theft were declined by 10 per cent and 12 per cent, respectively while sectarian violence registered increase.
