The government has announced promotion of Rear Admiral Sikandar Viqar Naqvi and Commodore Muhammad Shafi to the rank of Vice Admiral and Rear Admiral, respectively with immediate effect, a Defence Ministry notification issued here on Thursday said. Vice Admiral Sikandar Viqar Naqvi was commissioned in the Operations Branch of Pakistan Navy in June 1970. A submariner by profession, he held various command and staff appointments, including commands of Submarine Destroyer and Commander Destroyer Squadron.

He also served as defence attaché, Pakistan missions abroad, Director at JSHQ and Chief Staff Officer to Commander Karachi. He has also remained chairman of Port Qasim Authority (PQA) during 2001-03. He has graduated from Armed Forces War College and PN War College. Presently, he is performing the duties of Deputy Chief of Naval Staff projects at Naval Headquarters, Islamabad.

In recognition to his services he has been decorated with Hilal-e-Imtiaz (Military). He is married and has three sons Mohsin, Ahsan and Qasim.

Rear Admiral Muhammad Shafi, who is presently the Director General of Naval Intelligence at Naval Headquarters, Islamabad was commissioned in 1974. He joined Operation Branch of Pakistan Navy. He is Principal Warfare Officer by specialisation and has attended PWO course and Command course for type-21 ships in the UK. He did his staff course from the US and obtained his master's (M.Sc) degree in Defence and Strategic Studies from the National Defence College, Islamabad.

He held various command and staff appointments. He has commanded Pakistan Navy Destroyer PNS Shahjahan, PN Frigate PNS Shamsheer and has also commanded 25th Destroyer Squadron of Pakistan Navy.

He has also served as Squadron Commander at Pakistan Naval Academy, Captain Training to Flag Officer Sea Training and Fleet Operations Officer to Commander Pakistan Fleet. At the Naval Headquarters, he was assigned the duties of Director Naval Warfare and Operational Planning, Assistant Chief of the Naval Staff (Plans) and Principal Secretary to Chief of the Naval Staff.

In recognition to his services he has been decorated with Sitara-e-Imtiaz (Military). He is married and has two children, a son and a daughter. He is fond of cricket and is an avid reader.
