Accordingly, the applicant has requested for inclusion of its raw materials i.e. Elastic Fabric (PCT No. 5407.5200) & Polyurethane Tape (PCT No. 3920.2090) in respective table of the Part-II of the fifth schedule to the Customs Act 1969. The Applicant's request is based on the following grounds:
(i) The Applicant is the domestic manufacturer of First Aid Bandages & Surgical Tapes for which above mentioned items are used as raw material/input;
(ii) Polyurethane Tape and Elastic Fabric are being used as a basic raw materials on which Customs duties at rate of 20% & 16% respectively are being applicable. The higher customs duties on input makes the industry uncompetitive.
2. The Commission has initiated an inquiry and would welcome views, suggestions and proposals from all parties having an interest in the business relating to or associated with the imports, manufacturing and marketing of First Aid Bandages & Surgical Tapes. Views/ suggestions may be sent within fifteen days of publication of this press release in newspapers, to the Secretary, National Tariff Commission, 4th Floor, State Life Building No. 5, Blue Area, Islamabad.
3. A public hearing on the issue is scheduled to be held on October 15, 2019 at 11.00 a.m. in the Committee Room of National Tariff Commission, 11th Floor, State Life Building No. 5, Blue Area, Islamabad.
4. Further, all parties having an interest in the business relating to or associated with the imports, manufacturing and marketing of First Aid Bandages & Surgical Tapes are hereby advised to get themselves registered with the Commission latest by October 10, 2019 for participation in the public hearing by providing names of the participants with their telephone numbers (Cell/LL) and fax numbers to the Director General (Inv-II) on fax No. 051-9221205.
