Population Welfare Department Sindh from very beginning is fully committed to achieve its targets to increase contraceptives prevalence rate (CPR) from 30% (2013) to 45% by 2020 as set in FP-2020 goals. Sindh has already spent around Rs 4 billion during 2012-15 from its annual development budget (ADP) and since July, 2015 department has been transferred from development to non-development I Current budget. During 2015-18 Sindh has allocated Rs 11.3 billion for population welfare from regular budget. In addition to regular budget Sindh has also allocated Rs 890 million for Costed Implementation Plan (CIP) for 2015-19 to accelerate family planning activities in the province.
It is anticipated thatthe International Development Partners will come forward to fill financial gaps as envisaged in the CIP. This department trained more than 80% Medical Officers of BHUs in IUCD and Implant insertion/removal technique. Supply Chain Management of Contraceptives strengthened through trainings of managers and staff. Under task shifting exercise LHVs and FWWs in Implant insertion removal technique and LHWs in first dose in Injectabe are being trained. Leading private sector organizations are on board. Religious leaders are also being engaged in FP communication activities.
Under annual development program 2018-19 Population Welfare Department Sindh has increased a new RHSA Centre at GarhiKhero, District Jacoba bad. Under 2019-20 ADP, Population Welfare Department has planned to establish one Regional training Institutes (RTI) in Mithi. On the directives of Government of Sindh, Population Welfare Department has prepared an accelerated Family Planning and Behavioral Change Communication (BCC) Program for district Tharparkar to improve the health situation.
Population Welfare Department has also prepared "Family Planning Training strategy" to impart family planning trainings by health and population welfare Departments in uniformed international standards. The Population Welfare Communication strategy-2016 provides a roadmap to launch communication activities in an effective manner. The Department is taking all the possible efforts in the right direction in collaboration of other stakeholders and development partners (UNFPA, USAID, Packard Foundation, Aman Foundation, Bill & Melinda Gates Foundation to name a few), therefore, I am confident that we will achieve our targets of FP2020.
