China Railway Construction Corporation (International) Limited (CRCC) has reportedly sought government's cooperation in finalization of pacts for $ 11.2 billion investment in KPT projects, Karachi Circular Railway (KCR) and Islamabad IT Special Economic Zone, well-informed sources told Business Recorder.

This was stated by Wang Lei, Executive Managing Director CRCCI Pakistan in a letter to Prime Minister Imran Khan, copies of which have also been sent to other ministers and secretaries concerned.

According to the Executive Managing Director, the company's Chairman Chen Fenjian had met Prime Minister Imran Khan during his State visit to China on November 3, 2018.

"As briefed by our Chairman CRCC has initiated new projects of $ 220 billion globally this year, and reiterated CRCC's support for Imran Khan's vision for Pakistan," Lei added.

According to the letter, as Imran Khan's appreciated CRCC Group's ongoing projects and contribution towards the development of Pakistan, and guidance for his priorities, the company's Chairman has tasked the management to: (i) prioritise and start work on a fast track basis on high impact projects; (ii) increase direct investments in projects in Pakistan; and (iii) focus on skill development and technology transfer to Pakistan.

The company's Chairman has directed his Pakistan base management to immediately initiate three projects based on the guidelines given during meeting in Beijing, while strictly adhering to transparency and process requirements of the Government of Pakistan.

According to the Executive Managing Director based on Prime Minister Imran Khan's visit and proactive leadership of Minister of Maritime Affairs, Ali Zaidi and his team, the company has been able to move Karachi Port Development Projects worth $ 9 billion forward on a fast track basis. This project will increase the capacities of Karachi Port to handle goods, LNG, oil and other necessities to power the Pakistani economy. The CRCC is leading a consortium of the most suitable Chinese companies from various sectors to develop and enhance the outdated port infrastructure.

He further stated that working closely with the Ministry of Maritime Affairs and Karachi Port Trust (KPT), a draft MoU is already under review.

The letter further states that for unleashing the full potential of Pakistan's fastest growing industry, the CRCC is planning to invest its own resources of $ 200 million to develop the first IT SEZ in Islamabad, which "we envisage will become the Silicon Valley of Pakistan."

The CRCC claims that it is now urgently promoting the project for inclusion into the CPEC Framework during 8th JCC Meeting. A draft MoU has also been submitted to the Ministry of Information Technology & Telecommunications for approval.

The Executive Managing Director further stated that as per the guidelines provided by the Prime Minister, the company's management has prioritised Karachi Circular Railway (KCR) project with an investment of $ 2 billion. The CRCC has contributed significant resources and manpower for the KCR revival project and the company's management has now placed this on the top most priority. Currently all the technical requirements have been fulfilled and the project is mature for implementation.

The CRCC further claims that it is fully committed to the "Belt and Road Initiative" and CPEC to develop infrastructure, industrial and social-economic sectors of Pakistan. The launch of three projects would bring tremendous benefits including creation of new employment opportunities, share of advanced technologies and massive investments.

The company has sought Prime Minister's assistance in the following areas: (i) facilitate signing of MoU for the Karachi Port Development Projects by the Cabinet before the end of 2018; (ii) authorise a Ministry of IT for signing the MoU; and (iii) continue to promote the KCR revival project in the 8th JCC meeting and sign the Government to Government Framework Agreement.
