Speaking at the welcome address, Chairperson KPCSW Neelum Toru said the commission is mandated to examine legislation, policies, programme, projects and other measures taken by the government for women development and gender equality. The Women Commission, she continued, is also mandated to assess implementation of relevant legislations and to make suitable recommendations for ensuring benefits of the measures taken by government for benefit of the women folk.
She said KP government has enacted "Enforcement of Women Ownership Rights Act 2012", but there are a lot of hurdles in its implementation and people are not getting proper benefit of the law. A group of experts including Fashiuddin, DIG Investigation, Khawaja Wajiuddin from Judicial Academy KP, Nadeem Farid, Assistant Prof Khyber Law College Peshawar and Dr. Bisharat Hussain, Chairman Criminology Department Peshawar University threw light on elements creating hurdle in implementation of the law and also presented suggestions for its proper enforcement.
Nadeem Farid of Khyber Law College stressed the need over creating awareness to apprise public about enactment of the law. He said awareness messages should be displayed on billboards on regular basis in national and regional languages as well for conveying the message for maximum number of people.
Dr Bisharat of Criminology Department stressed upon incorporating the issue of women rights especially inheritance in curriculum for apprising children at the issue from school stage. He said the biggest hindrance is lack of awareness among women folk about their rights in inheritance as a result of which female are being deprived of their due rights.
The experts also suggested constituting Task Force with the objective of ensuring implementation of the law and cooperation of concerned officials at revenue department and judiciary. They observed that non-provision of women rights is a cultural stigma which should be removed through involvement of religious scholars.
"People does not give due consideration of laws, but give importance of a sermon of religious scholars," observed penalists. Speaking as chief guest, Chairman Islamic Council of Ideology, Dr Qibla Ayaz held out assurance of extending cooperation in developing understanding among civil society and religious scholars over the issue.
