The National Assembly Standing Committee on States and Frontier Regions (SAFRON) Tuesday referred the Tribal Areas Rewaj Bill, 2017 to the house committee on Law and Justice for input. A meeting of the National Assembly Standing Committee on SAFRON, chaired by MNA Mohammad Jamalud Din, after discussion referred the Tribal Areas Rewaj Bill, 2017 to the Standing Committee on Law and Justice for a detailed input.

The bill is aimed at introducing alternate laws in the tribal areas once the Frontier Crimes Regulations (FCR) are abolished in the light of FATA Reforms.

Before referring the bill to the Committee on Law and Justice, Minister for SAFRON Lieutenant General Abdul Qadir Baloch (retd) pointed out that the said bill pertains to the Ministry of Law and Justice as it involves and requires amendments in the Criminal Procedure Code (CrPC) and Pakistan Penal Code (PPC).

This was endorsed by Assistant Draftsman Mohammad Aslam, Ministry of Law and Justice, who was present during the meeting.

The committee also discussed the recruitments recently made in the TESCO and directed the head of TESCO to appoint local candidates on non-technical posts in the FATA.

Senior officials of the FATA Secretariat while briefing the committee on approval of Schedule of New Expenditures (SNEs) said the proposals for creation of 5,545 posts of different categories, pertaining to different departments of the FATA, had been submitted to the Finance Division in 2015-16 and 2016-17 for approval.

They said that 2,293 posts had been prioritized on the direction of the Senate Standing Committee on Finance in the first phase, wherein the Finance Division agreed to the creation of 1,440 posts only and proposals for creation of 4,210 posts of different categories scales were under process with the Finance Division.

The committee recommended to the federal government, Ministry of Finance and Ministry of SAFRON to get approval for proposals for creation of remaining 4,210 posts of different categories pertaining to different departments of FATA on priority basis.

While endorsing the said recommendation of the committee, the minister for SAFRON assured his full support in this regard and asked the additional chief secretary FATA to work out all the posts of different categories. He further said that efforts would be made to include the remaining posts in the FATA Reforms.

Discussing the agenda item related to martyrdom of Levies personnel in terror-related or natural incidents, the committee recommended to the government to ensure that the bereaved families are compensated from the Prime Minister's Assistance Package.
