The IBSF said in a statement that, following a hearing of its doping panel, "at this very moment there is not (yet) sufficient evidence against the athletes that would justify the provisional suspension". The four are now free to compete in IBSF events, the statement added.
However, further investigations will be carried out by the International Olympic Committee (IOC) and IBSF into alleged doping.
The IBSF last month provisionally suspended the four after the IOC said it had opened investigations into Sochi bronze medallist Elena Nikitina, Maria Orlova, Olga Potylitsina and Aleksandr Tretyakov, who won gold in Sochi and was world champion in 2013.
