Pakistan's top offices including President, Prime Minister's House, Chairman Senate Chief Justice of Pakistan, General Headquarters (GHQ), Pakistan Air Force (PAF) and Navy, Inter Services Intelligence (ISI), Intelligence Bureau (IB), Federal Investigation Agency (FIA) and Pakistan Cricket Board (PCB) are reportedly defaulters of power sector estimated at billions of rupee.

According to official documents, major defaulting departments/ agencies as of March 31, 2015 are as follows: Army mess w/o Army deployed at borders Rs 1.266 billion, army deployed in field/ borders Rs 71.83 million, military dairy farm Rs 47.14 million, Joint Staff Headquarters, Rs 65.36 million, Pakistan Air Force (PAF) Rs 135.88 million, Pakistan Navy Rs 40.5 million, Inter Services Intelligence (ISI) Rs 13 million, totalling Rs 1.639 billion. Other military organisations owe Rs 2.47 million.

A.G.E maintenance (D.P) Rs 10.2 million, Defence Production Division, Rs 119 million, militia and scouts Rs 31.69 million, President Secretariat /President House Rs 13.35 million, Prime Minister Office/ House Islamabad Rs 3.05 million, Chief Justice of Pakistan Rs 3.16 million, Chairman Senate office/residence Rs 11.3 million, Parliament Lodges Islamabad Rs 30.3 million, hospitals under federal government Rs 34.74 million, Pakistan Secretariat Rs 24.34 million, Cabinet Secretariat O&M Division Rs 5 million, Federal Shariat Court Rs 5.1 million, Election Commission of Pakistan (EPC) Rs 6.13 billion, Federal Police Rs 19 million, Intelligence Bureau IB) Rs 9.34 million, Federal Investigation Agency (FIA) Rs 10.55 million, Motorway Police Rs 3.76 million, Ministry of Federal Education Rs 8.55 million, Ministry of Haj and Auqaf Rs 4.40 million, Ministry of Information and Media Development Rs 3.75 million, Ministry of Law Rs 3.96 million, Ministry of Culture and Sports Rs 6.33 million, Ministry of Local Government Rs 5.84 million, Ministry of States and Frontier Region, Rs 121.16 million, Political Agent Mohmand Agency Rs 15.79 million, Political Agent Khyber Agency, Rs 25.25 million, Political Agent Aurazkai Agency, Rs 8.77 million, Political Agent Kurram Agency Rs 16.59 million, Political Agent North Waziristan Rs 10.76 million, Political Agent South Waziristan Rs 7.71 million Central Excise Land Custom Rs 45.27 million, Pakistan National Centre Rs 21.04 million, Commissioner Afghan Refugees Rs 12.79 million, Directorate General Nadra Rs 32.03 million, Income Tax Department Rs 15.92 million, Pakistan Post Office Rs 55 million, Project Director Agriculture, Rs 3 million, Metrological Department Rs 9.06 million, Plant Protection Rs 9.89 million, archaeology Rs 26.7 million, Chief Commissioner Islamabad, Rs 37.67 million, Frontier Constabulary Rs 41 million, Armed Force Institute of Cardiology Mall Road Rawalpindi Rs 82.72 million, Frontier Corps Balochistan Rs 218.48 million.

Capital Development Authority (CDA) Rs 1.7 billion, Cantonment Board Lahore, Rs 20.6 million, Cantonment Board Sialkot Rs 3.96 million, Cantonment Board Rawalpindi Rs 150.34 million, Cantonment Board Peshawar, Rs 5.74 million, Cantonment Board D.I. Khan Rs 8.99 million, Cantonment Board Hyderabad Rs 129.2 million, Cantonment Board Quetta Rs 20.87 million, Cantonment Board Chaklala Rs 348 million, Walton Cantt, Board Lahore, Rs 16.42 million and others Rs 6.80 million, totalling it Rs 4.868 billion.
