He said that the government has given 90 days to consumers to get their SIMs verified, which would end on April 9, 2015. He said that he is satisfied with the verification work in a month. He said the Interior Ministry has referred a total of 20 cases to Pakistan Army for trial, but after scrutiny by Judge Advocate General Branch, 12 cases have been identified for trial in the courts. He said that military courts would only take up the cases of war criminals and those who carried weapons against the nation and the country, while the other cases of terrorism would be tried in anti-terrorism courts as per the normal legal procedure. He said, "We will not let free those who fought with us and committed war crimes."
He said military courts believe in justice, and the accused would be given an opportunity to engage legal counsel. Nisar said that as many as 60 proscribed organisations have been banned in Pakistan, while the United Nation has clamped a ban on 177 organisations, including 10 Pakistani groups. In connection with the funding of the banned organisations, he said that 26 cases have been registered and 32 persons arrested, and a special cell had been constituted to monitor such happenings. He said the government will soon announce a clear policy about the outlawed groups. "We will bring the proscribed organisations under the law," he said.
The Minister said, "there is some confusion regarding the list of banned outfits but I want to make it clear that the government will ban all proscribed organisations mentioned in the blacklist of the United Nations, as Pakistan is a signatory to the UN protocol."
However, Nisar said that the government would not ban an organisation under the pressure from outside, including the United States and India. He said that Pakistan would fulfil its obligations as a signatory to the UN and this step would be in the country's favour.
The Minister said that after lifting ban on the execution by the Prime Minister 22 prisoners on death row have been hanged, while 17 others will also be executed soon.
About intelligence operation against terrorists, the Minister said that over 500 operations have been carried out with the help of intelligence agencies and we have arrested terrorists and stopped their devastating terrorist plans. This has been done in close and effective co-ordination between the civil and military intelligence agencies, he said.
"For the first time in Pakistan, through an effective civilian and military intelligence network, we foiled terror plans; one of them was against the Hazara community; however, a few perpetrators of this plan managed to escape," Nisar said. He said that federal as well as provincial governments have taken initiatives against the misuse of loudspeakers and hate speeches. He said that a total of 3,265 cases have been registered with regard to hate speeches and misuse of speakers and 2,065 people were arrested while 574 FIRs lodged. He said that some 12,000 suspects had been arrested by law enforcement agencies in 16,000 operations under the National Action Plan
(NAP) against terrorism. Around 140 of the arrested persons had some connection with terror incidents, he added. The Minister said that similarly, arrests were made in Punjab, Sindh and Islamabad for violating the law regarding display of arms. The Interior Minister also offered an in-camera briefing to lawmakers on madressa reforms and implementation of the NAP.
However, Nisar claimed that there is propaganda against seminaries' activities. He, however, underscored the need for making intelligence system more co-ordinated and effective. "Complete peace would only be restored in the country when we are able to eliminate the leaders of terrorists who managed to escape from Pakistan's border area contiguous to Afghanistan," he said.
