Some 251 feet Electric Cable, 542 Iron Gates, some 22 one leaf of gates, and 562 repairable gates were stolen from the Pipri Godown in repeated theft incidents during 2012. According to an office order No TCP (HR)/9-47/2014 issued on November 26, 2014 on the recommendation of inquiry officer, the chairman (TCP) has decided that two officers namely Mujahid H. Zaidi GM (POD/GA&HR) and Muhammad Asif Rajpar DGM (EM&C), prima facie responsible for theft incidents occurred at Pipri Godown, are required to proceed on 10-day leave with effect from November 27, 2014 to December 6, 2014 under the clause 5 (i) of TCP (Efficiency and Discipline) E&D Rules, 1975.
Sources said that after sending them on forced leave, the TCP on December 1 also served show cause notices on these officers to clear their position. In addition, four TCP officials, who were deputed in Pipri Godown at the time of theft, have also been suspended for a period of four-day in the same case. Ataullah Brohi, assistant manager, Munawar godown assistant, Jamalud Din godown assistant and Ahmed Yaar godown assistant are among the suspended officers.
Two detailed inquiries were conducted in 2013 on theft incidents happened at TCP Pipri Godown to investigate the theft and also suggest measures to avoid such situation in future. First inquiry was conducted in January 2012, while another committee headed by Maqsood Jahangir director (S&S/Finance TCP) was constituted in August 2013 for fixing of responsibilities.
Sources said besides minor incidents of marginal theft, some five cases were reported by Muhammad Asif Rajpar (the than manger incharge Pipri godown). The first committee furnished its report on January 26, 2013 and findings of the first inquiry report provide that "it is apprehended that all happened with the connivance of the TCP officials and guards of the security agency."
The second committee after threadbare discussion analysed the relevant facts, the scope of responsibility of security Company as per agreement, relevant officers/ officials as per posting profile during the relevant period at Pipri Godwon. According to the committee TCP hired the service of security Agency M/s Dragon Security Company to protect the assets of TCP and is paying monthly bill for watch and ward of the said assets as per its contractual obligation. It was the primary responsibilities of the concerned security agency to block such happenings effectively and safeguard the assets of TCP.
In addition, Muhammad Asif Rajpar (the then incharge Pipri godown) being overall head/incharge/ supervisor and on-spot decision maker was required to comprehend, devise and prepare security protocols/ measures to safeguard the assets at Pipri Godown. Hence he was one of primary officers concerned.
The committee also noted that Muhammad Asif Rajpar kept on informing General Manager (Godown) about the incidents and lapses/ deficiencies in services of security agency. Therefore, to same extent he has fulfilled his responsibility. But, the committee also raised the question that whether the entire responsibility of the then incharge Pipri Godown was limited to the said reporting of the incidents to the General Manager Godowns and Police Station?.
According to report in line with categorical observations, clear procedural lacunas has been noticed in this entire episode on the part of Godown Division and GA&HR division, which was being headed by Mujahid H. Zaidi at that time. Sources said that in the light of inquiry committee report, chairman TCP Rizwan Ahmed has decided to take action against these officers.
