The Executive Board Meeting (EBM) of National Accountability Bureau (NAB) was held here on Wednesday presided over by Chairman NAB Qamar Zaman Chaudhry. The Board approved to file a reference against Muhammad Azam Pathan, ex-Director General (DG), Balochistan Coastal Development Authority (BCDA) and others.

In this case, the accused persons manoeuvred the tendered process for construction of Dam Jetty in favour of M/s Agha Gul Construction Company, misappropriated public funds, misused the authority and caused a loss of Rs 243.59 million to the national exchequer.

The Board authorised two investigations first against Rana Muhammad Azam Khan Tikka and Hammad Khan Tikka in M/s Aglam Global Links (Pvt) Ltd case (Qasr-i-Zauk case). The Board also cancelled the plea bargain (PB) in this case against these two accused, as the accused persons are alleged for cheating public at large, misappropriation of public money and property and illegal transfer of property of Qasr-i-Zauk and causing loss of Rs 650 million (approx) to the general public.

Second investigation was authorised against Muhammad Jalal, ex-Secretary Health Department, Chief Purchase Officer, Government of Balochistan and others, wherein the accused persons are alleged for purchase of substandard medical equipments at exorbitant rates.

The EBM authorised seven inquiries first against Adnan Sherazee, Seema Sherazee, Malik Ali Zain, Directors of M/s A. H. International (Pvt) Ltd, wherein the accused are alleged for defaulting Rs 125.665 million of Saudi Pak Industrial & Agricultural Investment Company Limited.

Second inquiry was authorised against Dr Shahid Mehboob, ex-Vice Chancellor, G. C. University Faisalabad for alleged nepotism, misuse of authority, financial misappropriation by illegally awarding contract to non-registered firm on 40 percent higher rates. Third inquiry was authorised against Muhammad Wali, former chief executive PESCO for alleged accumulation of assets beyond known sources of income. The Board authorised three inquiries against Muhammad Tariq Awan, Ex-Secretary, Workers Welfare Board (WWB), KPK and others. In one case Muhammad Tariq Awan is alleged for accumulation of assets worth Rs 141.624 million beyond known sources of income. In second case Muhammad Tariq Awan and other accused persons are alleged for corruption and corrupt practices in hiring of transport and buildings for schools under WWB.

Secretary WWB and others have awarded the contracts of Pick & Drop service only to their blue eyed and consequently paid millions of rupees to them. Similarly buildings for schools at different locations functioning under Directorate of Education KPK were hired by the Secretary WWB on the basis of evaluation certificate in flagrant violations of the codal formalities. Another inquiry was authorised against Muhammad Tariq Awan, ex-Secretary, WWB, KPK and others for alleged corruption and corrupt practices in acquisition of land for WWB. Seventh inquiry was authorised against Zard Ali Khan, Chief Engineer, Communication & Works Department, Peshawar for alleged accumulation of assets worth millions of rupees beyond known sources of income.

The Executive Board has also authorised complaint verification against Vice Chancellor Balochistan University of Information Technology, Engineering and Management Sciences (BUITMES) Quetta and others for alleged misuse of authority in appointment of various persons and embezzlement of University funds.

The Board Meeting approved Voluntary Return (VR) of Rs 1.8 million in a case against Dr Shenaz Naseer Baloch, Principal, Bolan Medical College and others for alleged misuse of authority and embezzlement and misappropriation from students' welfare funds. The EBM also closed six inquiries due to lack of incriminating evidence ie Sheikh Ashfaq Ahmad, Chief Executive of M/s Lalazar Textile Mills Ltd and others, Sherinzada Khattak, Registrar, University of Peshawar, Nazir Muhammad Khan, Ex Managing Director (MD) Forest Development Corporation (FDC), Peshawar, Fateh-ul-Mulk, ex-Chief Engineer, PAK PWD Quetta, Major Nadir Ali (Retd), ex-Addl Chief Secretary, Balochistan and a travel agent, a Deputy Director of FIA and others.

The Board decided to close two investigations for lack of incriminating evidence against the accused persons. These include: Abdul Hakeem Domki, ex-Chief Engineer, Irrigation Department, Government of Sindh, Abadul Salam Baloch, ex-Secretary Livestock and Chief Purchase Officer (Semen).

The Board approved a plea bargain of Rs 909 million against Rashid Muhammad Yaqoob. In this case the Embassy of Pakistan in Kuwait informed that the accused Rashid Yaqoob while residing in Kuwait dishonestly induced the members of public at large to deposit their hard earned money on the false promise of giving them high profits and embezzled Rs 909 million.-PR
