The official said that the committee finalised its report and submitted it to the Chief Minister Punjab and held responsible police and local administration for the incident. The committee visited the crime scene and also recorded the statements of over 150 people including policemen, personnel of local administration, traders and members of both the groups present at the site, he added. The committee also used video footage of the crime scene.
He said that according to the report, police had completely failed to take necessary measures and timely action which could have prevented the tragedy, besides this there was a lack of co-ordination between the law enforcement agencies. The report said that police did not show responsibility and even the police chief of Rawalpindi was not present in the city to visit the scene, he said.
The Punjab government on November 15 imposed a curfew in different parts of Rawalpindi including Potohar Town, Rawal Town, Raja Bazaar and Cantonment area after at least 11 people were killed and several others injured during clashes that took place between members of the Sunni and Shia communities when an Ashura procession was passing through in front of a seminary in Rawalpindi. The government left the curfew on November 18.
