According to objects and reason of "The Trade Organisation Bill, 2012," all trade bodies were earlier functioning under Trade Organisations Ordinance, 1961 which had certain inherent shortcomings and did not cater for the needs of service sector, gender based women entrepreneurs, small businesses and cottage industry, mechanism for dispute settlement and rules for trade organisations to become effective business support organisations in true sense. The trade and industry also agitated on elimination of fake/bogus trade bodies.
According to "The Trade Organisations Bill, 2012", some amendments has been made to Trade Organisation Ordinance, 2007. The amendments to Clause 3 of the Ordinance says that "(c) a women's' Chamber of Commerce and Industry organised to represent the women entrepreneurs engaged in trade, industry or services in each administrative division, but such a Chamber representing less than the prescribed number of women entrepreneurs shall not be granted license "(f) a Chamber of Small Traders organised to represent small businesses, small traders and small industry in each district provided that they otherwise qualify to form' a chamber under this Act."
