The ANP led provincial government of Khyber Pakhtunkhwa during last four and half years has reconstructed and repaired 2698 schools out of the total 5402 schools damaged in the devastated earthquake 2005, militancy and flood of 2010, said a performance report of the Department of Elementary and Secondary Education.

According to the document a total of 2958 schools were damaged in which 1554 have been completed while work on the remaining 754 schools is in progress. Similarly, for the remaining 650 schools, the provincial government is looking for funding from donor agencies.

During the militancy a total of 750 schools including 220 fully and 530 were partially damaged. The damaged schools were including 417 boys and 33 girls' schools. The provincial government has so far completed 555 schools included 85 fully and 470 partially damaged schools while work on 195 more with 135 fully and 60 partially damaged schools is in progress.

In this connection, USAID is providing assistance for reconstruction of fully damaged schools in Malakand Division and the provincial government is included the project at the cost of Rs 690 million for the reconstruction of flood damaged schools in its annual development programme (ADP).

The devastated flood of 2010 like agriculture, communication, households have played havoc with the infrastructure of education facilities and a huge number of 1694 including 230 fully and 1494 schools were partially damaged. Out of the total 1064 were boys schools and remaining 630 were for girls.

The provincial government within its own limited resources and with foreign assistance has so far completed 589 schools including 20 fully and 569 partially damaged schools while work on 231 other with ratio of 30 fully and 201 partially damaged schools is in progress. However, work on the reconstruction and rehabilitation of 474 more including 180 fully and 694 partially damaged schools has not started yet. The education friendly measures of the provincial government had not stopped at the reconstruction and rehabilitation of the earthquake, militancy and flood affected education facilities, but it had also taken unprecedented steps like promotions, up-gradations and appointments in the Elementary and Secondary Education Department for guaranteeing the provision of quality education in the province.

The provincial government during the period from 2009 to 2012 appointed 969 Subject Specialist Teachers (SST), IT teachers and Assistant District Officers (ADOs) while 1889 BPS-17 HM (M) SS (Male) Principal/VP BPS-18 Principal BPS-19, Principal BPS-20 from 2008 to 2012 and also appointed 26 Executive District Officers (EDOs) (Management Cadre) (Male) BPS-19) and 23 District Officer (Female) during 2011.

The provincial government during the year 2011 has also appointed 27 Deputy District Education Officer (Female) regularised the services of 600 contact Subject Specialists. Furthermore, hundreds of the cases of female officers from BPS-16 to BPS 17, 18, 19, 20 relating to Elementary and Secondary Education Department were processed and notified from 2009 to 2012.

The department during last three years regularised 1130 SST and IT teachers while 1654 SST (Science), SST (General) and ADO (M) Management Cadre were also appointed during 2010 to 2012. Furthermore, a huge number 2200 new SST (Science) posts are created during 2012 in all high and higher secondary schools of Khyber Pakhtunkhwa.

The present provincial government in its endeavour to promote education has also approved the longstanding demand of updating the approval of four tier formulas in respect of various categories of teachers in BPS-17, BPS-18, BPS-19 and BPS-20 in Elementary and Secondary Education, which shall be considered in phased manner spreading over a period of two financial years 2012. First phase has been started from the current financial year, with a total cost of Rs 140 million and another amount of Rs 140 million for second phase.

In another revolutionary step for the teachers up-gradation, the provincial government upgraded all 72000 Primary School Teachers (PST) and all future recruitment at primary level will be made in BPS-12 and one third (about 23000) of BPS-12 will move to BPS-15, as primary school head teacher. Thus every school will be headed by a BPS-15 head teacher. Another 20000 PST will move to BPS-14 as senior PST, while remaining 30000 (Currently in BPS 5, 6, 7, 9, 10) upgraded to BPS 12. Thus all the 72000 PST will be compensated.

Similarly, 15000 CT teachers, which are the backbone of middle, high schools and about 84 percent were already in personal BPS-15, one third (5000) will move to BPS-16 as senior CT, about 2400 (currently in BPS 9, 10, 12, 14) will be upgraded to BPS 15 and besides 40 percent quota for promotion as SST in BPS-16, all future recruitment in CT will be made in BPS-15.

A total of number of about 17000 TT, DM, PET and AT, which are currently in BPS-9, 10, 12, 14 and 15 have been upgraded to BPS-15. One third (6000) promoted to BPS 16 and redesigned as senior TT, senior DM, senior PET and senior AT and besides having one to four per cent quota for promotion as SST, BPS 16 all future recruitment's in AT, TT, DM and PET will be made in BPS-15.
