The Council of Common Interest (CCI) has approved Petroleum Policy 2012 that envisages an increase in well-head prices and constituted a committee to ensure uniform distribution of electricity among the federating units as well as measures for recovery of power dues. The CCI meeting, presided over by Prime Minister Raja Pervez Ashraf, was attended by all Chief Ministers and other members directed the newly constituted committee to submit its recommendations within a week.

The CCI unanimously adopted a resolution proposed by the Chief Minister Punjab Shahbaz Sharif stating that "the meeting of CCI expresses concern over the situation arising out of the shortage of electricity and subsequent load-shedding and believes that concerted efforts be made to resolve the crisis in an effective and result-oriented manner. The meeting decided to constitute a committee headed by the Minister for Water and Power with the Chief Secretary and a technical member from each province as its members to address the provinces complaints of inequitable load-shedding."

The CCI also decided: "In order to strengthen the federation and promote solidarity among the people of the country, a system for equitable distribution of electricity should be devised in the light of decisions taken during energy conferences held in Islamabad and Lahore."

Earlier, in his opening remarks, Raja Pervez Ashraf stated that the energy crisis was because of the failure of the previous government to add a single megawatt of generation capacity to the system. He claimed that despite constraints the present government was successful in adding 3,300MW to the national grid.

The CCI also discussed issue pertaining to the salaries of employees of Population Welfare, devolved to provinces with the passage of 18th amendment and decided that the federal Secretary, Planning and Secretary Finance along with representatives of provincial governments work out modalities to resolve financial issues. The Prime Minister appreciated the flexibility shown by Chief Ministers in deciding to formulate a mechanism for equitable distribution of electricity.

He said that this government was able to arrive at the 7th National Finance Award which would go a long way towards strengthening the federation. He expressed the confidence that the energy challenge would also be resolved in the same spirit. This was the 19th CCI meeting and 9th after the passage of 18th amendment which was attended by Mian Muhammad Shahbaz Sharif, Chief Minister Punjab, Syed Qaim Ali Shah, Chief Minister Sindh, Amir Haider Khan Hoti, Chief Minister Khyber Pakhtoonkhwa, Nawab Muhammad Aslam Raisani, Chief Minister Balochistan.

The meeting was also attended by Dr Arbab Alamgir Khan, Minister for Communication, Mir Changez Khan Jamali, Minister for Science and Technology, Mir Hazar Bijarani, Minister for IPC, Dr Abdul Hafeez Sheikh, Minister for Finance, Syed Naveed Qamar, Minister for Defence, Dr Asim Hussain, Advisor to PM on Petroleum, Secretaries Cabinet, Finance, Petroleum and Natural Resources, Water and Power, Railways, Religious Affairs, EAD, IPC, Planning and Development, Chief Secretaries Punjab, Sindh, Khyber-Pakhtunkhwa and Balochistan, and other senior officials.
