ISLAMABAD: Pakistan has received foreign disbursements amounting to just $1.16 billion during the first 10 months of the current fiscal year against a budgetary estimate of $4.5 billion. Documents available with Business Recorder showed that the budget deficit was increasing as the country received just 26 percent of total external financing estimated in the budget 2011-12.

The country's economic managers are not optimistic about materialisation of foreign inflows of $800 million on account of Etisalat and $850 million from the auction of 3G licenses in the current fiscal year - further increasing the deficit. Between July 2011 and April 2012, US remained Pakistan's largest grant provider, disbursing $111.2 million during the first 10 months of the current fiscal year. Of the total, $2.7 million was released by Bureau for Population, Refugees and Migration (BPRM), $300,000 by US government, $1.8 million from Office of US Foreign Disaster Assistance (OFDA), $105.7 million from USAID, and $500,000 have been released by United States Department for Agriculture.

The Asian Development Bank and the World Bank remained the major loan providers to Pakistan by releasing $546.7 million and $282.6 million, respectively. Of the $282.6 million disbursed by the World Bank, $47 million were released by International Bank for reconstruction and Development (IBRD), $228 million by International Development Association (IDA), and Multi-Donor Trust Fund (MDTF) released $7.6 million to Pakistan during the period under review.

Australia released $21.9 million through AusAID (Australian Agency for International Development), Belgium $8.8 million, Canada $5.5 million and Canadian International Development Agency (CIDA) $12.2 million, China $400,000 and Denmark has disbursed $1.4 million during the first ten months of the current fiscal year. European Union has released $11.8 million while $1.7 million have been disbursed through European's Commission Humanitarian Aid Office (ECHO).

France has released $640,000, Germany has disbursed $21.7 million while $0.05 million have been released through Gesellschaft for International Zusammenarbeit (GIZ), Islamic Development Bank (IDB) $35.4 million, International Private Donors $610,000, Ireland $3 million, Italy $1.6 million, Japan $5.2 million and $850,000 million have been disbursed by Luxembourg.

Data reveals that the Netherlands released $17.8 million between July 2011 and April 2012, New Zealand $400,000, Norway $2.5 million, Saudi Arabia $1.07 million, Spain $2.8 million and Sweden has disbursed $7.8 million. Switzerland has released $400,000 while Swiss Agency for Development and Co-operation (SDC) has disbursed $700,000. UK has released $0.024 million while $22.9 million have been disbursed through UK Department for International Development (DFID).

UN has released $28 million between July 2011 to-date (April 2012): $400,000 have been released through Food and Agriculture Organisation of the United Nations (FAO), $3.9 million through International Fund for Agricultural Development (IFAD), $0.6 million through International Labour Organisation (ILO), $0.03 million through International Organisation for Migration (IOM), $2.2 million through UNDP, $400,000 through United Nations Environmental Program (UNEP), $1.5 million through United Nations Fund for Population Activities (UNFPA), $0.09 million through United Nations High Commission for Refugees ( UNHCR), $0.09 million through United Nations Office for Project Services (UNOPS), $7.6 million through Central Emergency Response Fund (CERF), $0.02 million through Emergency Response Fund (ERF), $900,000 through Multi Donor Trust Fund (MDTF) and $1.7 million have been disbursed through UN-Extended Funding Window (EFW).
