The Planning Commission of Pakistan has prepared three-year Implementation Plan of Framework for Economic Growth (FEG) on governance, productivity, creative cities, connectivity, youth and community as well as result-based management, it is learnt.

According to documents available with Business Recorder, about governance, the Planning Commission recommended Establishment Division, Federal Public Service Commission (FPSC) as stockholders to take required actions to reforms civil services such as revisit terms and conditions and compensation /magnetisation package of civil servants and capacity building to reformulate training programs, strengthening of National School of Public Policy (NSPP) and review and consolidation of specialised training institutes under timeframe 2012-14. Similarly, restructuring in Planning Commission, FBR, PBS, OAG, CCP, SECP, PPRA, NAB and respective provincial departments is also under the timeframe of 2012-15.

About productivity, the Planning Commission should gradually increase productive investment in knowledge creation and other priority areas of FEG, reach out talent as Human Resources Development in latest technologies through local and foreign training and scholarship with stockholder Higher Education Commission. Ministry of Science and Technology should take measures to facilitate scientists and engineers to start their own business.

State Bank of Pakistan, the SECP and the Smeda should establish/promote venture capital, simplify commercial and bankruptcy laws, provide technical and financial support to micro enterprise to move to next value chain and technology ladder and upgrade vocational training programs to meet demand driven skills. It is also need to consolidate and streamline labour laws including agriculture market committee act, plant breeding rights and seed acts, etc.

About the creative cities, the ministry of housing and work and provincial departments and development authorities should define city limits, amend zoning and building regulations and to amend land acquisition and co-operative Housing Society Act. They also should expend intercity and promote city cluster development and to enhance capacity of local/city government.

About the connectivity, the Planning Commission (NLC) and ministries of communication and railways should restructure and reform Railways, National Logistics Cell, NHA, Civil Aviation Authority and NTCIP. Similarly, ministry of commerce, local governments and development authorities should provide space for warehousing, cold storage, trucking zone, value added services, container yards and infrastructure and amenities within time frame 2012-15.

About Youth and Community, provincial governments should improve governance of social sectors for efficient and quality delivery of social services. Ministry of Food Security and Research and provinces should bring reforms in food, human and social security. About result-based management, Planning Commission and line ministries and provincial departments should enhance capacity for reform/project designing, feasibility, and implementation and to also enhance capacity of sub-national governments, civil society and community for effective reform/project monitoring and evaluation. Online connectivity of all concerned institutions to ensure sustained flow of information for better implementation. Target based monitoring linking project funding to target-oriented cash/work plan.
