The Finance Ministry has refused to provide Rs 25 billion to Benazir Income Support Program (BISP), besides seeking explanation to identify the areas where the money was being spent as it lacked independent financial oversight, it is learnt.

Sources told Business Recorder that BISP had demanded Rs 25 billion, but the Finance Ministry is reluctant to issue even a single penny without knowing the detailed information about estimated utilisation of the amount.

BISP has already been given Rs 32.5 billion by Ministry of Finance during the current fiscal year 2010-11 against its budgetary allocation of Rs 50 billion. "Now BISP is again demanding Rs 25 billion but the Ministry wants details of the expenditure, while BISP has not provided any information in this regard", sources added.

"It has become compulsory for BISP to bring the estimated expenditures' details in front of the Ministry of Finance. Otherwise, they will not be provided even a single rupee", sources elaborated. BISP is expecting an allocation worth Rs 100 billion in the coming budget 2011-12.

Sources said that for the bomb blast victims, Rs 16.968 million has been disbursed among 1368 victims in last fiscal year 2009-10, while Rs 12,000 per year was being paid to each victim family in the last fiscal year. The disbursement starts from the date of incident. "In the current fiscal year, another Rs 12,000 to each of these 1368 victims are being paid before June this year, along with payment is ready to be paid within few days to 500 new bomb blast victims.", sources said.

They said that the government has planned to allocate Rs 5 billion for the bomb blast victims and internally displaced persons (IDPs) for next three years 2012-14 that is called the Medium Term Budgetary Framework (MTDF). An amount of Rs 15 billion would be required to 3-year MTBF period.

The World Bank is not providing any assistance to BISP right now. "BISP is working on a project named 'Conditional Cash Transfer Program for Education' that would be sponsored by the World Bank", sources said. Under Conditional Cash Transfer Program for Education, the beneficiaries of BISP would educate their children. An amount will be allocated to bear the educational expenses of these children under the project, sources said.

In the very beginning of BISP, a target was fixed to financially assist 3.5 million families by cash grant worth Rs 1000 per month but now this number has increased to 4 million while it is expected that till June 30, the number of families under BISP would reach 5-7 million.

Sources said that till the end of June, 2011 health insurance worth Rs 25,000 per year would be assured to all beneficiaries of BISP while the life insurance worth Rs 0.1 million would be provided to all families enrolled under BISP. About 1 million people have been provided insurance policy so far, while additional 0.2 million people would be registered till end of June.
