"Society without system of justice is hard to move ahead," said the chief minister. He said that formal establishment of Darul Qaza is a historical moment for the people of this area and the credit goes to leaders of all political and religious parties, judiciary, lawyers and people of Malakand Division in particular. He also laid the foundation of flood devastated Ayub Bridge.
Provincial Law Minister Arshad Abdullah, Environment Minister Wajid Ali Khan, and newly elected President of Swat Bar Association Asghar Ali also addressed the gathering. Senior leader Afzal Khan Lala, Federal State Minister Istiqbal Khan, senior provincial ministers, provincial ministers, MPAs, commissioner and DIG Malakand Division, DCO Swat, lawyers' community and civil military officials were also present during the gathering.
The chief minister said, "People of Swat state have opportunities of development, peace and justice in the past but new problems arose due to newer experiments after its abolition. The terrorists have taken advantage from space in the justice system and had thrown the region to fire. Today we were able to realise the pledge for low cost speedy justice made with the people of Malakand division."
He said all political and religious parties of the province along with parties in the government had assisted them in this endeavours. He said the credit of this whole success goes to the people of Malakand division who had rendered enormous sacrifices for this system. He said some people had differ the implementation of Nizam-e-Adl regulation and we respect their opinion as respect to each other view is part of civilised society.
He said there is no space for terrorists' evil designs and agenda in Islam and humanity. He said we are thankful to co-operation and guidance of Chief Justice Iftikhar Chaudhry, former Chief Justice Peshawar High Court who is presently judge of Supreme Court and current Chief Justice PHC for reaching this destiny which was otherwise not possible. He said under this system the civil cases are disposed of in six months while the criminal cases are deciding in four months.
He said the total number of civil cases in all courts of Malakand division till March 2009 was 16059 and this number increased to 35752 between April 2009 and October 2010 adding out of which 26912 cases were dissolved and 8041 are pending while the total number of criminal cases were 48407 out of which 39811 were dissolved till October, 2010 and 8659 are pending. He said the successes of executive magistracy system can be judged from the fact that there were 18967 total cases out of which 18388 have been dissolved. He said we are not claiming to reach the destiny but we are heading in the right direction towards betterment. He paid tributes to role of judiciary in all this process. "We have ensured fast, quick and low cost justice under the system and that was the area the terrorists cashed for fulfilment of their heinous agenda resultantly people of Malakand division have paid a huge price." He declared. He said the evil designs of the terrorists have been frustrated with implementation of Nizam-e-Adl and establishment of Darul Qaza.
The chief minister said reconstruction process has commenced and work on 30 schools are underway with assistance from the US while work on 20 other schools will start in coming ten days. As far as high schools are concerned, the chief minister said its reconstruction is in progress with Pak army co-operation.
Regarding the delay in compensation process to owners of damaged houses, the chief minister said Rs 6.5 billion were required for this purpose and only 2 billion have been received from the Federal Government which had already been spent on compensation process while the remaining Rs 4.5 billion will soon be transferred to the provincial government which will accelerate the compensation process, he maintained. Regarding provision of Sui gas, the chief minister said it is our constitutional right and the matter will be discussed in coming meeting of CCI.
The chief minister paid tributes to people of Malakand division for thwarting evil designs of the terrorists and lauded the role of print and electronic media in unearthing facts. Earlier, the chief minister inaugurated reconstruction project of Ayub Bridge, which will be completed in two years at the cost of Rs 376.744 million. Later, after launching Darul Qaza building, the chief minister distributed compensation cheques among victims of Buner incident.
