The Federal Board of Revenue has launched Afghan Transit Containers Monitoring System (ATCMS) to effectively check the transit cargo including containers of Isaf/Nato Forces operating in Afghanistan, eliminating possibility of any 'missing containers scam' in future.

Sources told Business Recorder here on Thursday that the ATCMS, developed by Pakistan Revenue Automation Limited (PRAL), has been implemented for monitoring of the transit cargo to Afghanistan under the anti-smuggling strategy. The system would avert possibility of missing containers their transportation from Pakistan to Afghanistan.

The FBR would put in place new checks under new Afghan Pakistan Transit Trade Agreement (APTTA) and every container destined for Afghanistan through land route of Pakistan to be thoroughly scanned. The information about the containers where seals have been broken would be effectively checked under the ATCMS to confirm whether goods have been offloaded during transshipment process or not.

The FBR has put in place a new reporting system whereby each and every container shall be monitored from July 1, 2010. Prior cases pertaining to years 2008, 2009, till June 2010 are already in last phase of reconciliation of and Pral is providing full assistance to all concerned collectorates in this regard. The Customs Collectorates would also provide data of cases where seal on the containers was found broken or container was damaged during en-route to the destination customs station.

The FBR has enforced a system for monitoring of the containerised cargo movement in addition to existing management information system (MIS) reports available with the originating and destination Customs Collectorates. The FBR has made available reports to the Model Customs Collectorates (MCC) on daily basis. These reports are related to Afghan transit of non-commercial cargo from Appraisement/Port Qasim Collectorates to Chaman/Torkham, commercial cargo from Appraisement Collectorate to Chaman, Amangarh, Cantt Transit Station, City Railway Station, commercial cargo from Port Qasim Collectorate to Chaman, Amangarh, Cantt Transit Station, City Railway Station and FBR is also monitoring convoy movement between Peshawar to Torkham.

Under the new APTTA, for the passage of traffic in transit by road through Pakistan and Afghanistan, the Contracting parties designate the following international transit transport routes: In Pakistan, Karachi/Port Qasim - Hyderabad - Sukkur - Multan - Faisalabad - Pindi Bhattian - Rawalpindi - Azakhel - Peshawar - Jamrud Terminal - Torkham.

Karachi/Port Qasim - Hyderabad - Ratodero - DG Khan - DI Khan - Kohat - Azakhel - Peshawar - Jamrud Terminal - Torkham. Karachi - Bela - Khuzdar - Kalat - Quetta - Chaman Terminal. Karachi/Port Qasim - Hyderabad - Ratodero - DG Khan - DI Khan - Kohat - Bannu - Meram Shah - Ghulam Khan. Gwadar - Pasni - Ormara - Liari - Khuzdar - Kalat - Quetta - Chaman Terminal.

Gwadar - Turbat - Hoshab - Panjgur - Naag - Besima - Sorab - Kalat - Quetta - Chaman Terminal. Gwadar - Pansi - Ormara - Liari - Karachi - Ratodero - DI Khan - Kohat - Peshawar - Jamrud Terminal - Torkham. Gwadar - Turbat - Hoshab - Pajgur - Naag - Besima - Khuzdar - Ratodero - DI Khan - Kohat - Peshawar - Jamrud Terminal - Torkham.

Gwadar - Pansi - Ormara - Liari - Karachi - Ratodero - DI Khan - Kohat - Bannu - Meram Shah - Ghulam Khan. Gwadar - Turbat - Hoshab - Pajgur - Naag - Besima - Khuzdar - Ratodero - DI Khan - Bannu - Meram Shah - Ghulam Khan. Gwadar - Turbat - Hoshab - Pajgur - Naag - Kalat - Quetta - Zhob - Meram Shah - Ghulam Khan.

Torkham - Jamrud Terminal - Peshawar (Motorway M-I) - Rawalpindi/ Islamabad (Motorway M-2) - Lahore - Wagha. Khunjrab - Sost - Chilas - Mansehra - Hasanabdal - Peshawar - Jamrud Terminal - Torkham. These routes will become operational on a later date to be agreed mutually, finalised APTTA added.
