The government, in violation of article 73 of the Constitution and contrary to the Supreme Court decision, has made administrative clauses part of the 'Money Bill' to create Inland Revenue Service (IRS) under harmonisation of taxes. Taking part in the debate, Pakistan Muslim League member Anosha Rehman implored that these clauses should be excluded from the Finance Bill because discussion on these clauses would be tantamount to committing contempt of court.

She said that on September 12, 2009, the Establishment Division issued an Office Memorandum for creation of a new service group by the name of IRS (Inland Revenue Service). However, about 18 different constitutional petitions were filed in high courts challenging the legal and constitutional status of the decision.

Anosha said that while the matter of harmonisation of taxes and creation of IRS was sub judice, the government promulgated Finance Ordinance in October 2009 that was re-promulgated in February 2010. The Ordinance, she said, was lapsing on June,4 2010, hence it was presented in the National Assembly as required under Article 89 of the constitution, but the government withdrew the resolution after it was opposed in the House.

The PML-N member said that the government has included administrative provision of the Ordinance in the Finance Bill 2010, "in total violation of Article 73 of the 1973 Constitution". Clearly, she said, "it's a violation of the Constitution and the law", if the Internal Revenue Service or any other Internal Revenue related administrative provisions is inserted in the (money bill) Finance Bill, 2010 in this manner.

Ameer Muqam of Pakistan Muslim League (Q) said that the country has been facing power crisis, artificially created by some people to fulfil their designs. He said the Pepco was going in losses just due to the fact that incompetent and unqualified people are being recruited in the organisation, purely on political grounds.

Ameer said the people of Khyber Pukhtunkhwa (KP) province have been totally ignored in the budget and many projects in the Public Sector Development Program (PSDP) have been closed down while no additional project has been put on the PSDP of upcoming year.
