The provinces may claim royalty but not any administrative control over any subject of the federal government, well placed sources in Ministry of Ports and Shipping told Business Recorder here on Friday. "The matter related to the administrative control of Gwadar Port is still a point of tension between federal and provincial governments and the matter will be taken to Council of Common Interest (CCI)," sources clarified.

Ports, dams, hydel projects and minerals resources are federal subjects and provincial governments can claim royalty but not administrative control of these installations. Sources further revealed that the job quota for Balochistan in Gwadar Port was increased from 2 to 5 per cent in the wake of special package for the province 'Aghaz-e-Haqooq-e-Balochistan'.

"It is categorically mentioned in the package for the province that all appointments from BPS 1 to 16 will be from the local people and government is fully committed to implementing this in letter and spirit," they maintained. Asked about the land allotment issue, sources said that the judicial inquiry on land allotment issue at Gwadar, as announced by Prime Minister Yousaf Raza Gilani, would be conducted by the Balochistan high court while the Ports Ministry had nothing to do with it as it is a provincial matter."

To improve Gwadar's connectivity with other parts of the country, the Prime Minister had directed the National Highway Authority to complete the remaining work, but work on road and rail linkages with the rest of the country is not proceeding well. The package noted that a free economic zone would be developed in Gwadar. Sources in the Ports Ministry maintained that the Ministry of Industry would establish a free economic zone while a special free port economic zone would also be set up at the Gwadar port.
