He was responding the point of orders raised by the Leader of the Opposition, Akram Khan Durrani, Syed Qalb-e-Hassan, an independent legislator from Kohat and Pir Sabir Shah of PML-N. The proceedings of the house were resumed with Speaker Kiramatullah Khan in the chair.
Taking the floor on the point of order, opposition leader, Akram Khan Durrani said that the commuters travelling on road linking southern districts like D.I. Khan, Bannu, Tank, Kohat, Karak and tribal agencies of North and South Waziristan are facing difficulties due to the closure of the Kohat tunnel in day light at 3:00pm. He said that in the recent past the tunnel was used to close for traffic at 8pm.
The early closure of the tunnel, he said had multiplied the problems of the commuters passing through the facility. He demanded of the provincial government to restore the previous time schedule for the closure of the tunnel.
Akram Khan Durrani said that the security situation is also affecting the proceedings of the house and legislators are facing difficulties in reaching the assembly. He said that during last 26 working days of the house, the house has met for only 10 days with proceeding of only one hour and 25 minutes.
He said that the policy of the government forced 3.5 million on becoming refugees in their own country. He said that the situation has been deteriorated to the extent that the appointment of school teachers is approved by the security forces in the province. He said that Malakand, Peshawar, Kohat, D.I. Khan and Bannu divisions are virtually under the control of military.
Syed Qalb-e-Hassan, an independent MPA from Kohat city said that despite the passage of two years the problems had not resolved. He said that the construction of wall on road in front of a U-turn near Governor's House is creating difficulties for the members of the house coming from MPA's hostel.
Participating in the debate, parliamentary leader of PML-N, Pir Sabir Shah appreciated the arrangements of the government for the assembly session and minimising traffic problems for the people of the city.
However, he expressed concern over the construction of 12 feet high wall on the roads leading to the Governor's House. He said that the blocking of road through the construction of wall is the expression of the lack of confidence of the Governor in the security arrangements of the provincial government.
The senior minister Bashir Ahmad Bilour gave a tit for tat reply to the speeches of the leader of the opposition, Syed Qalb-e-Hassan and Pir Sabir Shah. He said that the arrangements have been made due to security situation in the province. He assured that after improvement in the security situation the road blockades would be removed.
He said that with the active efforts of the government situation normalcy is fastly returning to the province. He said that the issue was 30 years old, but the government is taking steps for its resolution. He said that they are proud of the sacrifices of military in the war against militancy saying that due to the policies of the provincial government, leader of the militants in Swat, Fazalullah, who was sign of terror for the people of Swat had escaped along with his accomplices.
