The federal government has decided to construct a road in Hayatabad by utilising the 25 million dollars saving available with the narcotics section of the US Embassy in 2009, official sources told Business Recorder. The project envisages improvement and widening of existing 25 km long and 7.3 metre wide dual carriageway to three-lane dual carriageway, including construction of 12 ft wide service road on both sides, along with allied facilities.

The scope of the work also includes construction of additional 4 km dual carriageway to link Ring Road and Frontier Road, detouring Hayatabad, and construction of additional bridges on link/roads and Frontier Road, detouring Hayatabad, and construction of additional bridges on link/service roads at Ring Road Peshawar. The project's original cost was Rs 111.38 million/km which was reduced to Rs 73.40 per km.

The Central Development Working Party (CDWP) in its meeting on September 17, 2009 had recommended the project for approval of the Executive Committee of the National Economic Council (Ecnec), subject to rationalisation of scope and cost by the sponsoring agency in consultation with the Planning Commission and Finance Division.

In compliance with the CDWO decision, sources said, a meeting to review scope and cost of project was held on November 25, 2009 in the office of Chief Transport and Communication, Planning Commission. Representatives of the sponsoring agency and Finance Division also attended the meeting.

After detailed deliberation on the issue, the scope of the project was rationalised. As a result, the project cost was reduced from Rs 3.230 billion to Rs 3.030 billion with an overall saving of Rs 200 million despite the fact that four security posts and 30 culverts along the main carriageway were added which were not part of the original project scope.
