The Central Development Working Party (CDWP) in its meeting on September 17, 2009 had recommended the project for approval of the Executive Committee of the National Economic Council (Ecnec), subject to rationalisation of scope and cost by the sponsoring agency in consultation with the Planning Commission and Finance Division.
