1. The news states that "Bobi LPG was allocated by OGDC on ad hoc basis against advance payment in October 2004. The coequal beneficiaries are Aftab Traders, Agha Gas, Balochistan Minerals, Bolan Gas, Cress LPG, Gas Man, Links International, Muhammadi Gas, Noor LPG, Petroleum Gas, Petrosin Gas, Power Gas, Progas, Ravi Gas and Synergy Gas.
Interestingly, the Bobi LPG plant, which has been underperforming since it was installed, was sold to OGDC by Petrosin, one of the ad hoc beneficiaries. These parties are still taking product from Bobi, without any agreement with OGDC..........."
2. This is of note that the Petrosin had supplied this LPG plant more than 10 years ago fully in accordance with the Contract executed between Petrosin and OGDCL and it is also pertinent to mention that even the plant design is based on the contract specifications of OGDCL. Furthermore, there has never been a single occasion till to-date where OGDCL has complained that Petrosin has supplied an underperforming plant to the contract requirements.
3. That LPG plants are designed to produce LPG from a specific Gas Field and with specific Gas Composition. Customer provides all the parameters and specifies the amount of LPG to be recovered from the specified gas and with specified gas composition. Petrosin fully complied with the customer (OGDCL's) requirements in the design of the said Plant.
As the above clarifies that the contents of the news report about Petrosin are mala-fide with malicious and mischievous objectives to give an impression to your valuable readers that Petrosin is selling LPG from the said field in spite of the fact, as per your statement, that Petrosin had supplied an underperforming plant?
Our staff reporter adds: The news item in question was strictly based on the record or documents of the ministry concerned. There was, therefore, no ill will towards Petrosin which is a reputed company and we have no intention or motive to tarnish its good image. Moreover, the onus of responsibility in relation to the performance of the LPG plant mainly lies with the OGDC.
