The FBR on Thursday re-designated the posts of Commissioners, Audit, Enforcement, Legal and Human Resource Management (HRM) of LTU Lahore as "Commissioner/Collector" in these positions for implementation of the integration of taxes under Tax Administration Reform Project (Tarp).
The post of Collector LTU Lahore has also been re-designated as Collector/Commissioner (Enforcement). Now, the commissioners would also work as collector at the LTU Lahore, pointing towards the concept of "Inland Revenue Services" Group. At the same time, collector has also been allowed to work as collector/commissioner enforcement LTU Lahore.
Sources told Business Recorder on Thursday that the FBR is legally empowered to appoint collector as commissioner and commissioner as collector under the income tax, sales tax and excise laws. However, the most technical position of Commissioner or Collector Appeals has not been changed.
The commissioner has been allowed to work as collector. At the same time, collector has also been permitted to work as commissioner in the specific post. During the whole process, the seniority issues and service matters of Customs and Excise Group has not been changed by the FBR.
The pilot project of re-designation of posts has been started at LTU, Lahore. In the first phase, the commissioners of LTU Lahore have been empowered to also look after the work of collectors Audit, Enforcement, Legal and HRM. Following creation of FBR Inland Revenue Wing, the functional based system has been fully implemented.
Once the pilot project has been successfully implemented, the re-designation of posts would be implemented in remaining LTUs and Regional Tax Offices to fully operate on functional basis. The powers of Federal Board of Revenue Act, 2007 have been used for re-designation of posts with immediate effect.
It has been reliably learnt that the Director General of Large Taxpayer Unit Lahore had strongly contested the move on the re-designation of posts. The DG LTU Lahore had also written a letter to the FBR Chairman for not implementing the decision. However, the FBR has turned down the request of DG LTU Karachi despite strong resistance of the DG belonging to customs and excise group.
According to a notification issued with immediate effect, the post of Commissioner Audit, LTU Lahore has been re-designated as Collector/Commissioner (Audit), LTU Lahore; Collector, LTU Lahore has been re-designated as Collector/Commissioner (Enforcement-I), LTU Lahore; Commissioner (Enforcement) LTU Lahore has been re-designated as Collector/Commissioner (Enforcement-II), LTU Lahore; Commissioner (Legal), LTU Lahore has been re-designated as Collector/Commissioner (Legal), LTU Lahore and the post of Commissioner (HRM/TFD), LTU Lahore has been re-designated as Collector/Commissioner (HRM/TFD), LTU Lahore.
In view of the re-designation of the posts, the FBR has transferred and posted four BS-20 officers with immediate effect. Anwar-ul-Haq (ITG/BS-20), Commissioner (Audit), Large Taxpayers' Unit, Lahore has been transferred and posted as Collector/Commissioner (Audit), LTU Lahore; Rukhsana Yasmin (CEG/BS-20), Collector, LTU Lahore to Collector/Commissioner (Enforcement-I), LTU Lahore, Shahid Hussain Asad (ITG/BS-20) Commissioner (Enforcement), LTU Lahore to Collector/Commissioner (Enforcement-II), LTU Lahore and Fiza Muzaffar (ITG/BS-20), Commissioner (Legal), LTU Lahore has been given new assignment as Collector/Commissioner (Legal), LTU Lahore.
