The federal government has retained the services of Khalid Saeed as Chairman of the National Electric Power Regulatory Authority (Nepra) till 'further orders.' This transpired after he held a meeting with Secretary General to the President Salman Farouqi, well-informed sources told Business Recorder.

Khalid Saeed who was an officer of BPS 22 retired on December 31, 2008 after reaching the age of superannuation. The sources said when Khaid Saeed had been appointed as Chairman of Nepra in 2008 by the then caretaker Prime Minister Muhammedmian Soomro, Senate of Pakistan passed a unanimous resolution against the appointment. At that time, Deputy Chairman Senate Jan Muhammad Jamali also wrote a letter to the caretaker Prime Minister Muhammedmian Soomro requesting that Khalid Saeed be replaced in the light of the unanimous resolution of Senate.

The appointment of Khalid Saeed as Nepra Chairman was required an amendment in the criteria as Khalid Saeed neither applied for the said position nor he appeared before the committee constituted to interview all prospective candidates.

It is to be mentioned here that the Cabinet Division had received 72 applications for the post of Chairman till October 20, 2007, out of which 17 applicants were short-listed. All the short-listed candidates were instructed to appear before the committee headed by the then Secretary Cabinet Division Masood Alam Rizvi.

The committee following exhaustive session of interviews recommended five candidates, in order of priority, for formal approval by the Prime Minister, in its summary on January 18, 2008.

The candidates were; (i) Hussain Akhtar Babur ;( ii) Mian Shahid Ahmad; (iii) Munir A Sheikh ;( iv) Zafar Ali Khan and ;( v) Javed Nizam. Sources said that the PM Secretariat returned the summary to Cabinet Division without approval on February 14. On February 15, the Principal Secretary (PS) to PM Khalid Saeed was appointed Nepra Chairman, with additional charge of PS to PM.

On the same day, Cabinet Secretariat and Establishment Division issued the notification of Khalid Saeed's appointment as Nepra Chairman, stating that he would hold the additional charge of Principal Secretary to the Prime Minister till further orders, which was a blatant violation of the conditions stated in the advertisement, wherein it was clearly mentioned requisition or retirement prior to taking over as Nepra Chairman was required. Sources said that the manoeuvring had started when PM Secretariat kept the summary of the committee, headed by the then Secretary Cabinet Division Masood Alam Rizvi, secret and did not put it on PM centralised computerised section for about one month.
