HRCP Chairperson Asma Jehangir at a press conference here on Sunday launched a special report titled 'Conflict in Balochistan-HRCP fact-finding Mission'.
Besides Asma, Afrasiab Khattak, Dr Mubashir Hassan, Zahoor Ahmed Shahwani and Zainuddin are understood to have prepared the report after visiting various areas of Balochistan, including Dera Bugti, Sui and Kohlu. The report has demanded a time-bound plan for 'demilitarization' of the province.
Asma Jehangir demanded of the government to summon a special session of Parliament to ascertain the 'basic causes' of the 'chronic problem', and settle the issue through dialogue.
She said that the fact-finding mission had received firm evidences that security forces had launched operation in some areas of Balochistan resulting in deaths and injuries of innocent civilians.
She said there was an immense sense of fear prevailing among the people, especially in Dera Bugti where 85 percent of the population had fled.
She said that local citizens have grave concerns regarding use of excessive force by Frontier Constabulary, heavy deployment of paramilitary forces, and their harsh behaviour towards the people.
She told the media men that some unknown persons had also attacked HRCP team and opened fire on them, and added that the officials flatly refused to lodge FIR against the culprits.
She said that the only solution to all the problems confronting Balochistan lay in a political settlement.
Meanwhile, the report said that negotiations and dialogue must continue till the underlying issue of provincial autonomy and the rights of the people of smaller provinces were resolved.
"All unnecessary check-points in Balochistan must be removed forthwith, and the recommendation of the parliamentary committee on the province must be respected."
It says that official must stop the campaign of disinformation, and ethnic disharmony must not be propagated from government forums.
The law enforcement apparatus must remain confined to its specified legal role and not indulge in any form of propaganda. An investigation under an independent public prosecutor must be carried out into the reports of extrajudicial, summary and torture disappearance and injury caused due to excessive use of violence.
All places of irregular detention must immediately be closed down and the interior ministry should submit a report on the issue to the parliamentary committee, the report demands.
The government should enable the displaced people to return home and open all road, the report further says. It points out that a large number of civilian had died and were injured in both Dera Bugti and the Kohlu areas due to military operation, and main victims of the military operation were women and children.
The report said that the HRCP team saw heavy artillery, including canons and tanks at various bunkers of the military.
There are credible reports of attacks on the pipelines and other installations. The government sources reported 15 such incident took place until December 2005.
All tribal chiefs carry private armed guards and some maintain private armies. All tribal chiefs, including Bugti and Marri tribes maintain private militias.
According to unconfirmed reports, the Marris have a force of around 3000 people while the Bugtis have a few hundred less.
