A lot of hue and cry is being raised by politicians to prevent the construction of Kalabagh dam. At every forum these politicians condemn the construction of this dam scaring people of the ill effects it will have if construction goes through. None of them has any alternative plan to put before the public.

The government, on the other hand, has failed to educate the masses on the benefits that will accrue as a result of the construction. This has resulted in indecision in the matter due to lack of knowledge on the subject. A vigorous programme must be conducted by the electronic and print media to educate the people.

IN THE MEANTIME THE FOLLOWING NEEDS TO BE DONE:

-- A debate on TV must be conducted between the government and the Opposition. Each group to be represented by a six-member team further broken into two politicians - two skilled engineers - one media analyst and one reputable lawyer. Each side should put forth its viewpoint for and against the construction of the dam. The debate should be thrown open for discussion between the two sides. At the end, the public should be encouraged to ask questions. This is one way in which the government and the Opposition can make it easy for the public to give a decision.

-- Alternatively, the question should be put to referendum on the national level. The majority should prevail in deciding the issue.

In the meantime, the politicians, who oppose the issue, should refrain from giving damaging statements that cause consternation in the minds of the public.
