Final negotiations on operationalisation of South Asia Free Trade Agreement (Safta) and an agreement on promotion and protection of investment would also be held by the Saarc leadership, Foreign Office spokesperson Tasnim Aslam said on Monday.
Meetings of the senior officials, Foreign Secretaries and the Council of Foreign Ministers of Saarc member states would precede the summit.
Briefing media men, the spokesperson said that the Dhaka summit would provide the Prime Minister the opportunity to meet collectively and bilaterally leaders from the Saarc states and "to reaffirm Pakistan's commitment to further strengthening Saarc in its third decade".
The summit is expected to review activities in the fields of economic co-operation, social development and culture, she said, adding that the "new emerging areas of co-operation including trade, energy, environment, health and tourism would also be taken up at the summit".
Pakistan hopes that the momentum gathered by the 12th Sarrc summit in Islamabad would be sustained at Dhaka. At the 13th summit Pakistan would like to build up the basis laid at Islamabad with a view to strengthening the Saarc process.
The spokesperson said in pursuance of the agreements signed at the 12th summit Pakistan is the first country in the Saarc to launch its 'Plan of Action on Social Charter' and has ratified the Additional Protocol on Terrorism.
She said that Pakistan has always stood firm on the principles and objectives of the Saarc Charter to promote peace, stability and progress in the region, as it would continue in its efforts to promote the prospects of regional co-operation in South Asia.
The FO spokesperson said Pakistan's decision to open five points to cross the LOC both ways was motivated by the spirit, as earlier initiated by President Pervez Musharraf, to alleviate the sufferings of the Kashmiris. India has until now opened only one point but has informed Pakistan that it would operationalize two more points during the coming week. As to why people have not come to the crossing points she said they would take some time to comprehend the procedure to make use of this facility.
When would there be the real movement of the people across the LOC, the spokesperson was asked. Her reply was: "Government of Pakistan has not received list of people who would like to enter Azad Kashmir. As soon as we receive the list we would process it promptly."
The spokesperson rejected the impression that President Musharraf had accused the potential donors of employing double standards as they pledged big sums for the tsunami victims while for the earthquake affectees the commitments are miserly. "I don't think the President used the word double standards", she said.
The response of the international community, both for rescue and relief operations, has been very good, but the President was talking about the third phase of rebuilding and rehabilitation, she said and added the UN too has been very vocal as it has been persistently warning of inadequate pledging.
In reply to a question the spokesperson said the issue of publication of Holy Prophet's images in a Danish newspaper was on the table of the OIC which has taken a very strong position. Pakistan strongly condemns this as this is that kind of Islam-phobia that Pakistan is trying to abridge, she added.
