Sindh Secretariat sources said on Monday that the adviser to chief minister on finance, M A Jalil, was not feeling comfortable with the finance secretary and wanted him to be transferred to some other department.
What irritates him most is the 'excessive use' of procedure and strict adherence to financial rules by the secretary of finance department that delays release of funds for developmental works.
The secretary for local bodies is reported to have refused to comply with instructions violative of local body rules that come from different corners.
The local body secretary is supposed to look into the affairs of kutchi abadis in addition to other departments that control the entire local body network in the province.
After completion of local bodies elections, from grassroots level upward, the local body secretary is under great political pressure from 23 districts and even from union councils. The local body secretary has reportedly expressed his willingness to the chief secretary for his shifting to any other department.
Adviser on local body, Waseem Akhtar, sources said, wanted to go with speed and, in the process, take political decisions, which the secretary finds difficult to cope with.
Mustafa Kamal, city nazim, is reportedly unhappy with the DCO and would like him to be replaced with an officer of his liking.
At present, the nazim's secretariat is in complete disarray and people are running from pillar to post for disposal of their files.
Work in land department has come to a virtual halt.
Sources said that senior officers were reluctant to work under the new Nazim. They said that a chain of transfers and postings would follow these three changes.
Sindh Minister for Planning and Development Shoaib Bukhari has, on a number of occasions, expressed that his team of officers wanted some reinforcement in the form of competent officers who could ensure timely finalisation of projects, its implementation and completion before the financial years comes to an end.
In view of this and requests from the ministers and advisers, changes in the civil and police administrative setup are being thought of.
Sources said that three lists have already been drawn up, and scrapped, as one minister or the other did not like the arrangement.
Chief Minister Arbab Ghulam Rahim has shown little concern about these expected changes, sources added.
