He said that the government was setting up 'Earthquake Rehabilitation Authority' to build new cities in place of those flattened in the massive earthquake on Saturday, and it would be ensured that rebuilding takes place in a proper way.
Earlier in the day he visited various devastated areas of Muzffarabad and said that the relief work would have to be switched to 'rehabilitation' as winter was around the corner.
Meanwhile, troops, rescue and relief teams including medical teams, hundreds of volunteers of NGOs and civic society fanned out in with relief goods as road links to most of the hilly areas have been restored, and helicopters made sorties with food and shelter supplies in clear skies.
Reports from the devastated towns and villages said that many bodies were still buried beneath the collapsed buildings, and UN officials warned of threat of measles, cholera and diarrhea outbreak among the survivors.
More than 30 countries and UN agencies have sent hundreds of tons of relief goods for distribution among the victims but according to reports from the area there was lack of co-ordination among various government and non-government agencies.
There were also reports of looting of truck convoys carrying relief goods from various parts of the country.
