He said that the new post of SG in the SCCI was totally unconstitutional, as the memorandum of the body had no such post, adding that such important decision also requires the approval of the executive committee of the SCCI.
He said that the decision-making body had also been bypassed in this regard and the post has been created to appease a former bureaucrat.
Regarding the procedure of amendment in the constitution, he said that such matters also first required the approval of the executive committee and then from the annual general body meeting (AGM).
The amendment recommended by the AGM should be sent to Director Trade Organisations (DTO) for approval and then amendment in the article concerned.
An influential member of the executive committee, who also affiliated with Senator Bilour led ruling Businessmen Forum, while talking on condition of anonymity, said although it was important matter, but was never brought to the executive committee.
He said that executive committee is the decision-making body, where all matters from a minor to major discussed, had also been ignored.
He said that both the recruitment, as well as bypassing the executive committee of the chamber in the matter was open violations of the constitution of the Sarhad Chamber.
He also agreed with the accusation of the opposition saying that instead of the executive committee, the decision had been made by the top guns of the ruling group.
He said that the post of the secretary general was first created during the first stint of Ghulam Sarwar Khan Mohmand, as president of the SCCI. But, later on the post was abolished due to unknown reasons.
Haji Mamoor Khan, a former senior vice president and sitting member of the executive committee, who is very much concerned over the matter said, "I have written a letter to the president to bring my concern into his notice."
He said that he was awaiting the reply of the president regarding the matter.
In this connection, when Business Recorder contacted, SCCI President, Malik Niaz Ahmad to ascertain his opinion over the matter, he was busy in an important meeting. However, on contact, Senior Vice President, SCCI, Sharafat Ali Mubarak dispelled all allegations as rubbish.
Defending the decision, he said the president has discretionary powers to create any post in the chamber, adding that memorandum of the chamber imply no bar on the president against making such decision.
He said that such posts had always been created with the passage of time and for the fulfilment of the requirements.
He said that the creation of the new post of secretary general was a minor matter and would not affect the functioning of the apex trade body of the province.
Regarding seeking prior approval from the executive committee, he said that the matter would be discussed in the meeting scheduled in few days.
