NWFP Governor Lieutenant General Syed Iftikhar Hussain Shah (Retd) has directed the political administrators of North and South Waziristan agencies to give priority to public welfare projects in completion. He also directed them to expedite the completion of major schemes in the education and health sectors. Presiding over a meeting held to review the mid-year progress on the annual development programmes (ADP) of North and South Waziristan agencies.

He further directed the agency councillors to get involved in the development process and monitor the performance of the committees, comprising elected councillors.

Earlier, the governor was given a detailed presentations about the development achievements in the North and South Waziristan agencies during the first half of the current fiscal year.

The briefings were also attended by the Secretary to Governor Sahibzada Saeed Ahmad, Additional Secretary P&D Fata Aftab Akbar Durrani and all the directors and other officials of the Fata departments.

In his presentation, North Waziristan Agency political agent, Dr Fakhr-e-Alam highlighted the development progress, made during the first half of the financial year 2004-05, saying the total ADP volume for the current financial was Rs 515.907 million, out of which Rs 275.294 had been utilised up to December, 2004 with 97 percent fund utilisation.

He said a total of 97 schemes, including 95 ongoing and 12 new, were under implementation, whereas 15 development schemes in education, health, communication, PHE and irrigation sectors had been targeted for the completion, including Mir Kalam and Mersi Khel small dams.

Under the regional development packages, the one for Madda Khel area has the approved cost of Rs 99.980 million with Rs 63.561 million as progressive expenditure.

The project covering communication, education, health, livestock and drinking water supply and irrigation sectors would be completed by June 2006. Under this project the amount released for the current year has been utilised.

Similarly, under the Shawal development package, Rs 11.912 million has been shown as progressive expenditure against Rs 60 million total cost of the project that is to be completed by June 2006. The development so far made under Rs 335.203 million South Fata development project was also reviewed.

Political Agent in South Waziristan Agency, Asmatullah Gandapur while mentioning the progress during the first half of the year in his area, said Rs 459.176 million were being spent on the development of South Waziristan Agency during the current financial year, out of which Rs 201.078 million had been utilised during the first half with 97 percent fund utilisation.

He said the total 117 development schemes were under implementation including 97 ongoing and 17 new projects. He also highlighted the achievements under the special development packages for Shawal and Santoi Mantoi areas of the Agency and under the Governor's special package.

The progress so far made on some major projects under the ADP including sports stadium at Wana, Govt. Girls College Wana, three women hostels, Fata highway, three small dams, a number of drinking water supply schemes and the proposed new agency headquarter complex.

The governor, recording his observations, urged upon the authorities to develop the basic sports grounds for public utilisation. Similarly, he also desired that the press clubs in the respective agencies must also be completed besides creating a library and public reading room.

He directed to expedite the preparation of master plan for remodelling of the building of the existing Agency Headquarter Hospital, Miranshah. He also laid stress on full implementation of the laws relating to roadside constructions and urged upon the authorities to curb encroachments on the main arteries in their respective jurisdictions.

On a point, the governor said the National Highway Authority had already allocated some substantial amount for the improvement of Bannu Miranshah road up to Ghulam Khan Border crossing to make it another main artery linking Afghanistan.

Pointing towards the development in South Waziristan Agency, the governor said that agriculture and irrigation sectors should be jacked up and development schemes should be initiated by keeping the social indicators and the backwardness of the particular underdeveloped areas in view.

He said the health facilities should also be upgraded according to the laid down criteria, mainly the strength of population. The governor particularly stressed the early completion of the new building for the Govt. Girls Degree College Wana and two small dams in North Waziristan Agency.

He said to expedite the pace of development in both the agencies more funds would be allocated during the coming years.
