This higher code of ethics makes it possible to frame a government, which is administered by men over men. A team of men is chosen, who are able to control the governed and also obliged to control themselves. This in essence forms a government, with checks and balances placed by a constitution and a sovereign parliament empowered to probe and question every act of those who govern men over men.
Every nation in the developed West, has such a government. The Third World on the other hand, is governed by individuals, who consider themselves to be above the law, and hence indulge in massive abuse of power, financial resources, human rights and the constitution. This lack of an accountable government, acting within constraints of constitutional law, is the cancer that afflicts the Islamic World in particular and Third World in general. Autocratic governments, led by men, who lack vision and character, have not only indulged in massive plunder of vast natural resources, but a deliberate attemple to undermine growth of human resources. Those chosen to lead various organisations and large corporations, are men, who are semi literate and not capable to steer the organizations, that they head and hence fail to achieve real growth, which is substantiated by their balance-sheets.
When loyalty to an individual CEO, becomes more important than capability of his team to deliver, the victim is the organisation and the State itself. An individual can commit a breach of law. The brutal rape of a lady doctor Shazia, in Balochistan by an officer of the Defence Security group, and failure to arrest him and his accomplices, is more evil than this heinous crime itself. How can anybody justify the 16 days that have elapsed. The crime has been widely reported by national and international Press and electronic media. This crude attempt to hush up this matter has eroded this government's much hyped declaration of "enlightened moderation".
There is no ambiguity in the army code of ethics. The man should have faced a firing squad after a summary court martial. This single detestable act of a few individuals, has done damage not only to the army but Pakistan itself. It is time to withdraw our troops to barracks, so that they can perform the sacred task of defending our geographical boundaries. This is the sole purpose of raising an army on the tax payers contribution.
The future of Pakistan lies in allowing the democratic process to take over and rule of constitutional law. Our gallant men and officers elite of uniformed services must be allowed to return to barracks, so that they may earn the respect and love of our masses.
