He was addressing the 56th session of the UN sub-commission for the promotion and protection of human rights.
He said the international human rights forums including the UN sub-commission facing a formidable challenge in dealing with the human rights violations and restrictions over fundamental freedoms of the people in various parts of the world. He added that these violations occurred in all parts of the world in varying proportions and quantum.
However, these were the areas of conflict, particularly under foreign occupation, where gross violations of the human rights were perpetrated by the occupying forces.
He said that there were no mechanisms available to the people to report the violations of their basic rights. Moreover, the access of international human rights observers was not permitted in these areas.
He said the people of Jammu and Kashmir were one such part of the deprived humanity facing the wrath of the Indian occupied forces since 1947. In order to maintain its illegal occupation the Indian forces have let loose reigns of terror against the innocent people of Kashmir.
The killings in Kashmir have reached genocidal proportions. We are surprised that the Special Reporter of the Commission on the Human Rights on extra judicial, summary or arbitrary executions, who has a mandate to investigate extra judicial killings by sending communications and undertaking visits of the affected areas, has not yet taken notice of a large number of extra-judicial killings in Kashmir in last few years.
We appeal to the International Community particularly the UN human rights mechanisms to pay serious attention to the extra-judicial killings in the Indian Occupied Kashmir and examine how to put an end to this carnage.
Forced and involuntary disappearances are another frequent type of human rights violation in Kashmir. During last few years a large number of young Kashmiri people have disappeared from their homes and never returned.
Credible reports and investigations by human rights defenders have confirmed that the people are picked up by the Indian Security forces and placed under detention to quell the struggle for self-determination. In order to meet the need for maximum people in the detention centers, many schools and colleges are being used for this purpose.
Most of the detainees die due to severe torture techniques used by the Indian occupation forces while may are killed in the pseudo encounters.
The families of the victims are neither intimidated nor are their bodies returned for their final services.
The Association of Parents of the Disappeared persons has been calling for appointment of a Commission of inquiry into all enforced and involuntary disappearances. According to the Association, more than 8,000 persons have disappeared in the last 15 years.
He said that recently India and Pakistan have entered into a comprehensive peace process to resolve all issues including Kashmir. However, in occupied Kashmir itself, the Indian authorities were not willing to give any relief to the Kashmiri people from repression.
The Kashmiri people have not been included in the process. In fact, the Indian army has intensified its military operations against Kashmiri political organisations resulting into the killings of many political leaders in recent months.
He called upon the international community to put pressure on India to end the human rights violations and resolve the Kashmir issue through a peaceful manner.
