National Electric Power Regulatory Authority (Nepra) is likely to approve a refund of Rs 1.81 per unit to the consumers of power Distribution Companies (Discos) for August 2017 under monthly fuel adjustment formula. In this regard, Central Power Purchasing Agency (CPPA) submitted the tariff petition to Nepra along with energy purchase data and changes were taken into account. The refund will not be applicable on lifeline consumers, agriculture consumers and KE consumers.

The Authority will hold a public hearing on September 26, 2017 to hear viewpoints of National Transmission and Dispatch Company (NTDC), National Power Control Centre (NPCC) and CPPA besides other interested parties. In August, total recorded generation was 12,753.3 GWh, at a total cost of Rs 57.282 billion (Rs 4.4912 per unit). Of this, hydel generation was 4,196.5 GWh - 32.90 per cent of total generation followed by coal-fired generation at 405 - 3.63 per cent of total generation, with a cost of Rs 1.738 billion at the rate of Rs 4.29 per unit, HSD- fired generation 336 GWh - 2.63 per cent of total generation with a total cost of Rs 4.536 billion (Rs 14 per unit), gas-fired generation 2,146.3 GWh - 16.83 per cent of total generation at a rate of Rs 4.3654 per unit with total cost of Rs 9.387 billion; RLNG-fired generation was recorded at 1,369 GWh- 10.74 per cent of total generation at a tariff of Rs 7.4719 per unit with total cost of Rs 10.230 billion and RFO-based generation 3,123 GWh - 24.5 per cent of total generation at a cost of Rs 29.327 billion or Rs 9.3910 per unit.

In August, 736.33 GWh nuclear energy was produced which was 5.77 per cent of total generation. The cost of nuclear energy has been calculated at Rs 0.9642. Pakistan also imported 52.65 GWH from Iran at Rs 10.63 per unit. The volume of mixed energy was 31 GWh which constituted 0.24 per cent of total generation at a cost of Rs 6.8007 per unit. The share of wind power was 204.4 GWh, baggasse 94 GWh at a cost of Rs 6.1811 per unit and solar generation was 56.76 GWh which was just 0.47 per cent of total generation.

In August, transmission losses were recorded at 332.17 GWh or 2.60 per cent against allowed limit of 3 per cent. Per unit cost of transmission losses has been calculated at Rs 0.1254 per unit. According to CPPA, in August net delivered electricity to Discos was 12,410 GWh - 97.30 per cent - at a total cost of Rs 57.682 billion or Rs 4.6480 per unit.

CPPA has also included Rs 600.64 million in its tariff petition at the rate of 0.0471 per unit as previous adjustment/supplement charges. It is unclear whether Nepra will approve previous adjustment or not.

According to the tariff petition, as the cost of net delivered electricity to Discos has been calculated at Rs 4.6480 per unit against reference fuel charges of Rs 6.4562 per unit, CPPA has sought reduction of Rs 1.8082 per unit in tariff for August 2017.
