The Directorate General Broadening of Tax Base (BTB), Federal Board of Revenue (FBR), has launched an aggressive campaign to expand the tax base by assigning an ambitious target of 0.2 million new taxpayers to the revamped BTB units across country.

Sources told Business Recorder here on Tuesday that the FBR has issued an office order to reorganize the DG BTB on national level. It has been estimated to bring 0.2 million potential persons into the tax net during 2017-18 under the central stream using bulk data. At the same time, 25,000 to 50,000 potential cases are expected to be unearthed by the field formations of the DG BTB.

Director General BTB Muhammad Tanvir Akhtar has implemented the new BTB plan taking into account vision of FBR Chairman Tariq Pasha. During last meeting of the Tax Reform Implementation Committee (TRIC), tax authorities have categorically conveyed that the expanding the tax net is a permanent priority which would be pursued aggressively by the FBR.

According to sources, the concept of the BTB exists in the Income Tax Ordinance, 2001. Under the revamped regime, the BTB centers would be established within RTOs and once the BTB units become fully functional, these units would be detached from the RTOs and made full-fledged part of the BTB. Later, these units would work as independent BTB Centers on need assessment basis.

Tax authorities wanted that the BTB organization should work on permanent basis with a dedicated workforce. The uniformity in the functions of the BTB's field formations would facilitate the RTOs to focus on their core function of revenue collection and recovery of taxes. The DG BTB would be a support organization of the Inland Revenue which would work on continues basis across the country.

In the first phase, three major BTB Centers would be established at Karachi, Lahore and Islamabad. In the second phase, BTB Centers would be set up at Hyderabad, Multan, Faisalabad, Gujranwala and Rawalpindi and Peshawar. In all these cities, exclusive BTB setups would be established. In the third stage, the BTB units would be established at Sukkur Sargodha, Sahiwal, Sialkot and Abbottabad.

Sources said that a systematic strategy has been adopted for the creation of the BTB centers in different cities keeping in view the actual potential and need based assessment of every city. The human deployment has been quantified and slim, smart and efficient setup of BTB has been made.

According to the office order of the FBR, in order to expand the existing revenue base and with a view to augment the exercise of Broadening of Tax Base at Inland Revenue field formations across the country, the existing Directorate General Broadening of Tax Base (BTB) is being reorganized hereunder. Following administrative changes are made with immediate effect. Re-designation of existing posts: In pursuance of section 4(1)(h) (powers and functions of the board), of FBR Act 2007 following existing posts are re-designated as under:

The first category is BS-20. Chief (BTB) FBR HQs Islamabad has been re-designated as Commissioner (BTB) (HQs), FBR, Islamabad; Commissioner-IR (IP/TFD) RTO-II Karachi re-designated as Commissioner (BTB), Karachi; Commissioner-IR (IP/TFD) RTO Lahore re-designated as Commissioner (BTB), Lahore; Commissioner-IR RTO Islamabad re-designated as Commissioner (BTB), Islamabad (currently unutilized post at RTO, Islamabad); Commissioner-IR (HRM) RTO-II, Karachi re-designated as Commissioner (HRM/IP/TFD), RTO-II, Karachi (merger of HRM and IP/TFD functions) and Commissioner-IR (HRM) RTO-II Lahore re-designated as Commissioner (HRM/IP/TFD) RTO-II, Lahore.

The second category of officials is BS-19: Additional CIR RTO-II Karachi has been re-designated as ADCIR-I BTB Zone, Karachi; Additional CIR RTO-III Karachi re-designated as ADCIR-II BTB Zone, Karachi; Additional CIR RTO-II Lahore re-designated as ADCIR, BTB Zone, Lahore and Additional CIR RTO Islamabad has been re-designated as ADCIR BTB Zone, Islamabad.

The third category of officials areBS-17/18: Three posts of ACIR/DCIR RTO-II Karachi have been re-designated as 03 posts of ACIR/DCIR BTB Zone Karachi; 03 posts of ACIR/DCIR RTO-III Karachi re-designated as 03 posts of ACIR/DCIR BTB Zone Karachi; 04 posts of ACIR/DCIR RTO-II Lahore re-designated as 04 posts of ACIR/DCIR BTB Zone Lahore and 04 posts of ACIR/DCIR RTO Islamabad re-designated as 02 posts of ACIR/DCIR BTB Zone Islamabad and 02 posts of Second Secretary from FBR (HQ).

Each Commissioner-IR (BTB) and Additional Commissioner-IR shall have the following supporting staff: APS/Steno (per office), 01; Supdt/Supervisor (per office), 01; Inspector-IR (per office), 01; Senior Audit/r Auditor (per office), 01; Clerical staff (per office), 01 and N/Q (per office), 02.

The composition of BTB Unit will be as follows: RTO, Islamabad will have DCIR/ACIR BS-18/17 (04), Inspector-IR (for 04 units) (04), Senior Auditor/Auditor for 04 units (04), other clerical & support staff (05 per unit for 04 units) (20).

RTO-II Karachi will have DCIR/ACIR BS-18/17 (06), Inspector-IR (for 06 units) (06), Senior Auditor/Auditor for 06 units (06), other clerical & support staff (05 per unit for 06 units) (30). RTO-II, Lahore will comprise of DCIR/ACIR BS-18/17 (04), Inspector-IR (for 04 units) (04), Senior Auditor/Auditor for 04 units (04), other clerical & support staff (05 per unit for 04 units) (20).

Admin Wing FBR shall transfer the posts of supporting staff to the newly created BTB Zones separately. Member (IR-Operations) shall issue appropriate jurisdiction order of the said posts of CIR (HRM&IP/TFD) and CIR (BTB) at RTO, Islamabad, RTO-II Karachi and RTO-II, Lahore, the FBR added.
