Provincial government of Khyber Pakhtunkhwa raised the issue of Net Hydel Profit (NHP) during the last meeting of the Council of Common Interests (CCI) held on August 25, 2017. Sources said that KP Chief Minister Pervez Khattak during the meeting of the CCI presided over by Prime Minister Shahid Khaqan Abbasi complained that Kazi Formula for calculation of NHP was not being implemented.

KP chief minister stated that the report comprising implementation of Kazi Committee Methodology (KCM) for calculation of NHP was approved by the CCI in its meeting dated January 12, 1991 but has not been implemented despite lapse of considerable time. Pervez Khattak also expressed serious reservations on the following wording of the decision by CCI in its meeting held on 16.12.2016: "Payment of NHP to Punjab government at 1.10 per unit on the analogy of KP government, generated from Hydel Power Station located in Punjab for the fiscal year 2016-17 and onwards". The CCI decided that a committee comprising the Minister for IPC, as chair, Secretary to the Prime Minister and Secretary, CCI would hold meetings with the stakeholders to resolve the issue of NHP and submit its report to the CCI.
