The Federal Board of Revenue (FBR) Monday issued customs related notifications to implement budgetary measures for 2017-18 including tariff rationalisation, changes in duty structure under South Asian Free Trade Area (SAFTA), Rules of Origin and legal changes in customs rules and procedures. The FBR has implemented these SROs from July 1, 2017.

As per SRO 569(I)/2017, the FBR has revised duty structure on the goods into Pakistan from SAARC countries under SAFTA agreement. Five per cent duty would be charged on a number of items specified under S.R.O. 569(I)/2017.

Under SRO 582(I)/2017 issued here on Monday by the FBR, the FBR has amended SRO 413(1)/2012, dated the 25th April, 2012 to establish Mobile Enforcement Units. The licensee shall provide the necessary infrastructure for establishing Mobile Enforcement Units (MEUs) including vehicles (4X4), adequate means of communications (with the CCR and RCR) and routine maintenance activity (POL, repairs etc.). The project director shall convey to the licensee, the requirements of the Collectorates, in which the MEUs will be located on shift rotation basis (twenty-four hours and seven days a week), besides determining the total infrastructure required in terms of vehicles, and related resources. The MEUs will be manned with adequate customs staff and in such manner as may be decided by the concerned Collector of Customs in consultation with the Project Director. The licensee shall ensure availability of the vehicles on 24 x 7 basis as well as any supporting human resource.

The MEUs shall be responsible for reacting in case any alert is communicated to them by CCR or RCR and shall co-ordinate with enforcement units of the licensee. Under SRO 580(I)/2017, the FBR has exempted the additional customs duty leviable as surcharge under sub-section (1) of section 10 of the Customs Act, as is in excess of 0.25% of the value, on the imported goods warehoused under the Safe Transportation Scheme in terms of CGO 12 of 2002. The FBR has also issued SRO 579(I)/2017, SRO 578(I)/2017, SRO 576(I)/2017 and SRO 574 (I)/2017.
